IntroductionThis is a managerial position responsible
for\radministration of the finance programs of the Interagency
Commission on School\rConstruction (IAC), including the supervision
of staff and responsibility for\rmanagement of capital budgets and

MD 21201\r\r Main Purpose of JobThe main purpose of this position
is to act as the agency's Chief Financial Officer, overseeing all
financial aspects of not only the agency's operational budget, but
also the agency's many capital allocations and expenditures, which
can reach or exceed $1 billion annually. The position administers
the agency's financial functions including but not limited to
operational and capital budgets, fiscal controls, accounting
transactions/reports, Financial Management Information System
(FMIS) access, procurement, internal/external audits, processing
surplus school property transactions, protecting State investment
in school buildings/assets, and training/supervising staff. This
position relates to the mission of the agency in that it serves to
support the programs which provide equitable safe, healthy, and
educationally supportive environments to all Maryland public school
students, teachers and support staff in which to work and/or
learn.\r POSITION DUTIES---\rOversees all financial\roperations of
the IAC, including development and administration of the IAC's
operational budget and its many capital programs, which total
nearly $1 billion\rannually. \r---\rDevelops a fiscally\rsufficient
budget for required staffing and other administrative resources
to\rsuccessfully support the programmatic functions of the
agency.\r---\rPrepares to Department of\rBudget and Management the
annual agency operating budget using the Budget\rAnalysis and
Reporting System (BARS); \r---\rProvides critical\rinformation
annually and as needed to the Capital Debt Affordability
Committee.\r\r---\rPrepares written\rtestimony on operational
budget issues and participates in testimony presentations\rto
legislative bodies. \r---\rInspects, analyzes, and\rdevelops fiscal
regulations, policies, and procedures governing capital\rprojects
incorporating changes in law and/or programs which impact
fiscal\rpolicy/procedures on an as-needed basis. \r---\rCreates
operational and\rcapital financial reporting mechanisms and
analyzes the data in a timely manner\rto insure accurate and timely
postings of all financial transactions. \r---\rProtects State
investment\rin surplus school properties; administrates property
transfer agreements.\r---\rIncumbent is responsible\rfor
maintaining an effective system of internal control in
operational,\radministrative, accounting, and financial management.
\r---\rDevelops tools and\rcontrols to ensure effective and
efficient operations, the reliability of\rfinancial reporting, and
compliance with applicable laws and regulations. \r---\rSupports
agency audits\rconducted by the Maryland Office of Legislative
Audits.\r---\rFunctions as the liaison\rbetween the agency and the
Office of Personnel Services & Benefits.---\r MINIMUM
QUALIFICATIONSEducation:\rBachelors in Accounting, Business
Management, Public Administration---\rExperience:\r4 years
experience in accounting, finance, and/or auditing---\rNotes:\r1.
Candidates may substitute additional graduate level education at
an\raccredited college or university at a rate of 30 semester
credit hours in the\rrequired fields on a year for year basis for
up to 2 years of the required\rexperience\r SELECTIVE
QUALIFICATIONS1 year experience---preparing---and monitoring
operating budgets\r DESIRED OR PREFERRED QUALIFICATIONS3 years
experience preparing and monitoring operating budgets\r\r\r1 year
of experience---in a capital accounting system\r\r\r1 year of
supervisory experience---\r\r\rPossess a CPA
license\r\r\rExperience with capital budget---\r SPECIAL
