About District of Columbia Housing AuthorityThe District of
Columbia Housing Authority provides quality affordable housing to
extremely low- through moderate-income households, fosters

to improve their lives. Location: Eligibilty and Continued
Occupancy Division
- Supervises and effectively utilizes subordinate staff,
including: assigning and reviewing work; utilizing personnel to
accomplish work objectives and to develop increased capabilities of
employees; rating employee performance in accordance with
established standards; recommending personnel actions;
participating in the selection of new employees; approving and
disapproving leave; investigating complaints and resolving
differences between employees and groups of employees; providing
adequate training opportunities; and providing such guidance as
needed to assure the expeditious accomplishment of work and the
development and maintenance of competent staff;
- Serves as principal advisor and Authority technical expert to
the Deputy Director on eligibility policies and programs;
responsible for the formulation of plans and procedures for the
operation and management of Authority's waiting lists ; coordinates
major program changes with senior officials within the Authority
and analyzes any problem areas resulting from such changes;
develops solutions to problems in procedures, application of
policy, and conflicts in areas of responsibility;
- Ensures that operating procedures for all eligibility
activities are completely documented and that documented procedures
are updated and revised, as necessary. Must take continuous action
to remain current with ever changing program activities/mandates
and disseminates updated information within the Authority;
- Provides supervision and coordination for designated voucher
assistance eligibility activities of assigned staff; ensures that
work is carried out in accordance with the Agency's strategic plan,
mission, vision and values; -
- -Maintains comprehensive waiting lists of applicants for
assisted housing; prepares an annual report which establishes the
maximum number of persons estimated to be housed from the waiting
list. This estimate will be based on applicants housed from the
waiting list from October 1 through September 30 of the previous
fiscal year;
- Plans routine operations, special projects, and new and
improved activities; reviews and approves work plans, and confers
with subordinates to develop properly structured activities with
clearly delineated tasks, responsibilities, reporting requirements,
and time frames;
- Provides regular and special status reports on areas of
responsibility as mandated; keeps the Deputy Director briefed on
work progress, significant facts, achievements and problems; and
provides recommendations for solution to problems;
- Conducts regular and special staff meetings to discuss work
operations, problems and concerns, changes, achievements, etc.;

- Communicates with staff regarding assignments, projects,
problems to be solved, milestones, and/or program issues under
review; and establishes timeframes for completion;
- Performs quality control audits of defined assisted housing
program customer service and admission work processes;
- Evaluates and analyzes various program operations and provides
the Deputy Director/Director with statistical information for
making decisions on HCVP and/or admissions related work
processes;
- Reports monthly on data entry statistics for assisted housing
programs waiting lists and/or performance;
- Prepares a monthly Quality Control Audit Summary that details
the findings of the QC process for the various program waiting
lists and records of management functions;
- Assists in the accumulations and preparation of forecast data
used in the intake and waiting lists management for assisted
housing programs administered by DCHA;
- Advises and ensures compliance for record retention and the
archiving of records and files; acts as the Custodian of Records in
all judicial proceedings requesting the presence or assistance of
the assisted housing "custodian of records" for the Admissions and
Eligibility; appears as a witness in judicial proceedings for
applicants of assisted housing programs;
- Monitors and reports on the status and progress of work,
checking on work in progress and reviewing completed work to see
that the instructions on work priorities, methods, deadlines, and
quality have been met;
- Maintains program and administrative reference materials,
project files and relevant background documents; and makes
available policies, procedures and written instructions; maintains
current knowledge to provide to subordinate staff members regarding
procedures, policies, directives, etc.;
- Prepares reports and maintains records of work accomplishments
and Data Control and Analysis information, as required; and
coordinates the preparation, presentation and communication of
work-related information to management staff;
- Prepares correspondence, and technical and status reports,
keeping management informed at all times;
- Performs other related duties as assigned . Bachelor's degree
from an accredited college or university; and at least (4) four
years of experience, including at least one year of supervisory
experience in a public housing environment preferred; or the
equivalent combination of education and experience which meet the
minimum qualifications requirement may be substituted. Collective

unit. The District of Columbia Housing Authority (DCHA) conducts
pre-employment screening on specified positions, which may include
but is not limited to a criminal background check, drug and alcohol
testing, verification of academic credentials, licenses, and
certifications, and/or verification of work history. - This
position has been designated by the department to require a drug
and alcohol screening and background check. Finalist(s) for this
position will be subject to drug and alcohol testing and will be
required to consent to a pre-employment background check as a
