Affairs North America, Head of DC Office Location: Washington, DC.
Can be temporarily remote as per Nokia Policy. Description : This
position is the leader of the Nokia Government Affairs team in
North America with responsibility for managing the company's
federal government relationships. The selected individual will
manage multiple staff members including professionals responsible
for regulatory policy and compliance, executive agencies, and
congressional relations. As Head of Nokia's DC office, the
individual will staff and support Nokia's leadership in engagements
with senior government officials and serve as the primary
spokesperson for Nokia's issues in public forums, panels, trade
shows and other events and work closely with the communications and
public affairs organizations to interact with relevant media
stakeholders to promote Nokia's technology leadership. The Vice
President of Government Affairs will be a key element of Nokia's
market strategy development, support the public policy and
regulatory agendas of key customers, and provide regular updates to
Nokia's group leadership team and Board of Directors on
geopolitical developments, particularly those resulting from policy
decisions of the U.S government. As a business-to-business supplier
of leading-edge technology and services, Nokia is a key player in
debates about prospective regulation in areas like supply chain
security, artificial intelligence and machine learning, spectrum
utilization and allocation, and infrastructure digitalization and
the green transition. Nokia's Bell Labs and Bell Labs Consulting
organizations are at the forefront of these, and other issues, and
provide Nokia an opportunity to shape the scope and dimension of
government policy. On behalf of Nokia Bell Labs and Nokia's
business groups, the Vice President, and the team they lead will
prepare written submissions in rulemaking proceedings, participate
in public events where policy issues are discussed and debated, and
lead engagements with key government stakeholders. The Nokia policy
and government affairs team works across a narrower set of issues
than many other technology firms allowing for us to engage in a
deeply collaborative, constructive, and substantive manner with our
government partners. As a result, Nokia's impact on policy outcomes
is usually significant. The individual that will lead Nokia's North
America government affairs needs to be a strategic thinker, willing
to consider and if necessary, deviate from the conventional
industry view of policy debates, and able to work collaboratively
with government officials.Past supervisory experience and ability
to develop and grow a team extremely important. Essential duties
and responsibilities :
- Work with Nokia's business group Presidents and strategy teams
to identify key issues and needs, business enablement opportunities
involving government programs, and provide updates and advice on
geopolitical developments.
- Lead Nokia's regulatory, legislative, and executive branch
engagement strategy including development of advocacy
messaging.
- Identify opportunities for R&D support and other incentives
related to Nokia's leading edge technology development in areas
like 6G, AI, optics, and chip design.
- Identify and pursue US Government business opportunities for
Nokia with federal agencies including the Departments of Defense
and Homeland Security.
- Manage North America government affairs staff and budget
including the use of outside legal support and lobbying firms.
- Support Nokia customer teams by deepening relationships with
peer organizations responsible for public policy and government
affairs within each customer.
- Serve as a member of the Nokia of Americas board of directors
and assist North America business group leadership in developing
market business strategy by providing critical political and
regulatory inputs that inform investment and sales decisions.
- Travel, as needed, to support the department's objectives.

Experience developing and executing advocacy strategy and
messaging. - Ability to manage a budget including experience
identifying external resources such as trade associations, legal
and lobbying support, and sponsorship opportunities that increase
Nokia's thought leadership and impact on contemporary policy
debates. - Strong business acumen and ability to collaborate across
multiple organizations including internal business groups,
identifying different strategies and targets among the groups, and
formulating a common set of goals for projects. - Strong
familiarity with government structure and process, particularly the
agencies, departments, and congressional members and committees
critical to Nokia's issues. - Ability to establish solid working
relationships with various external stakeholders and to develop the
Nokia government team and manage its future expansion.
- Autonomous and self-driven. Required Education and Experience:
- Bachelor's Degree required. Legal degree or advanced degree in a
relevant area such as public policy or management is desirable. -
Knowledge and experience leading a team, managing a budget, and
formulating advocacy strategy and messaging are essential. This
could come from a position in government, a trade association, or
prior corporate role. - Familiarity with technology issues and/or
with key Nokia stakeholders such as the Federal Communications
Commission, Federal Trade Commission, Department of Commerce, State
Department, or White House is desirable.
- Key issues areas include spectrum policy including allocation
and related issues, cybersecurity, supply chain rules and
localization policies such as Buy America, export controls and
government funding programs.Prior exposure and work in one or more
