Job Description:
Position Description: Mathematica applies expertise at the
intersection of data, methods, policy, and practice to improve
well-being around the world. We collaborate closely with public-
and private-sector partners to translate big questions into deep
insights that improve programs, refine strategies, and enhance
understanding using data science and analytics. Our work yields
actionable information to guide decisions and promote equity and
social justice in wide-ranging policy areas, from early childhood,
family support, and education to nutrition, employment, health,
disability, and international development. As a national leader in
evidence-based decision-making, Mathematica builds on its extensive
knowledge of programs and policies to design and implement
solutions built on high quality data, supported by deep
understanding of programs and policies, and customized for clients'
needs. Driven by its mission, Mathematica finds ways to improve the
equity, quality, and cost-effectiveness of health and human
services programs and promote sound decision-making in service
delivery and performance measurement. Mathematica's Human Services
unit seeks a vice president who will drive growth and manage a
portfolio of approximately $175 million in project work with the
U.S. Department of Health and Human services (HHS). Our human
services practice at HHS features expertise in child welfare, early
childhood development and child care, economic independence, family
strengthening, TANF, and teen pregnancy prevention. Our service
offerings include research, evaluation, data collection, advisory
services, program support, data analytics, and technology. The
practice earns $75M in annual revenue across several human services
focused agencies within the Administration for Children and
Families (ACF), as well as the Office of Population Affairs (OPA)
and the Assistant Secretary for Planning and Evaluation (ASPE). The
vice president will be responsible for developing and implementing
a strategy to grow the portfolio of work, and for overseeing
successful project delivery. The focus on growth includes expanding
our portfolio of advisory services, program support, data
analytics, and technology offerings within ACF, OPA and ASPE, but
also to agencies within the Office of the Secretary and operational
divisions. The vice president will oversee a group of account
leaders who manage client relationships, business development, and
project delivery for the HHS programs and offices where we
currently work. The vice president will work collaboratively with
directors who manage more than 300 staff in our Children, Youth and
Family division to guide staff development and ensure strong staff
utilization on projects. The vice president will report to the
senior vice president and managing director of our Children, Youth
and Families Division. The candidate will provide the vision and
oversight to help Mathematica win and execute complex, high-profile
engagements, serving as a partner to HHS programs and offices to
address their most pressing needs. The vice president should have
substantial experience in business development with HHS and
existing relationships with multiple HHS programs and offices. The
vice president should have a track record and demonstrated ability
to grow a practice and lead research and advisory professionals in
a dynamic environment. As part of this experience, the ideal
candidate will have experience leading projects providing research,
evaluation, or advisory services to HHS clients. The vice president
will possess a comfort level representing Mathematica and the Human
Services unit. This person will establish trust and respect with
clients through their superior content knowledge across a broad
range of complex issues. Mathematica is seeking a proven leader to
develop a strategic plan for human services growth at HHS. This
