Job Description:

Savantage Solutions is seeking a Financial Manager to join our professional services team and to support a wide range of financial, audit, resource, and program activities.

Duties and Responsibilities:

Assist in monitoring service provider/receiver memorandums of agreements status and updates.
Support technical review of Memorandum of Agreements (MOAs).
Assist with analyzing self-identified and auditor-identified deficiencies, conclusions, and
recommendations to formulate alternatives for corrective actions related to business processes,
accounting, financial management, internal and management controls, and other CFO operations.
Assist in preparing follow-up actions for DTRA presentation to internal and external audiences describing corrective actions taken, results, and improvements.
Provide on-going liaison with independent auditors in conjunction with the Chief, Finance and Accounting Division related to audit and compliance issues to include:
Update audit response SOP updates and provide associated training.
Monitor the Audit Response Center for auditor requests on a daily basis. Provide updates to leadership as requested.
Assist with immediate auditor requests and distribution to process owners (and facilitation to gathering necessary key supporting documentation)
Communication with the auditors/process owners to understand requests and gather clarification.
Complete quality assurance review of all documentation before final government approval and release to the auditors to ensure it is complete and accurate to fulfill the request.
Monitor audit response metrics and provide regular, recurring metrics updates.
Development of business cycle, internal controls, Complementary User Entity Controls (CUECs), and valuation of assessable units (AU) assets
Strong planning skills including SOP development,
Identification and analysis of existing Internal Control Standards for determination of weaknesses and deficiencies and the implementation of mitigating processes and controls.
Design of Business Requirements Documentation
Respond to audit Notice of Findings Reports (NFR) and PBC's that may require the creation of Management Response Letters, creation of Corrective Action Plans (CAPs) and scheduling, planning, and implementation of Plan of Action and Milestones (POAM).
Skilled in planning, scope development, environment assessment, gap remediation, designs of test plans (Test of Design (ToE)/(Test of Effectiveness (ToE)), control implementation and optimization, and sustainment of the control environment. With attention to detail.
Rewrite and update of process flows to incorporate new controls and processes developed to mitigate Notice of Findings (NFR) for audit and sustainment efforts

Knowledge, Skill, and Abilities:

The candidate must have:
Secret Clearance

5+ years of Federal Audit and Accounting experience
DoD Audit experience required
DoD experience desired

Education and Certification

Minimum Bachelors, business discipline preferred
CPA preferred
CDFM or CGFM/DoD FM Certification preferred
