**Responsibilities**
**_What Youll Be Doing_**
At Cadmus, our Homeland Security Line of Business provides clients
with solutions to their most important analytical and policy
challenges. We bring together a team of outstanding professionals
who have earned a reputation of responsive and client-focused
support for a wide range of homeland security and emergency
preparedness agencies. Our client-oriented approach, coupled with
our deep subject-matter expertise, enables us to bring an incisive
edge to solving the most critical homeland security problems.
Our Emergency Management Practice seeks a mid-level professional to
help emergency management clients learn from past disasters to
improve preparedness and performance for future disasters.
Successful candidates must demonstrate a strong understanding of
FEMA programs and of fundamental emergency management principles
and functions. Successful candidates will offer direct experience
working for or with FEMA. Candidates will lead varied analytical
and administrative responsibilitiessuch as research, qualitative
and quantitative analysis, and preparing reports and briefings for
senior government officials and the public.
Projects may include program evaluations, data analysis and
interpretation, stakeholder outreach, training development, and
briefings for FEMA leadership. Additionally, successful candidates
will be expected to interact with clients, lead project tasks,
develop reports and similar products, frame and lead meetings, and
demonstrate the ability to work independently and with teams.
**Responsibilities:**
+ Lead projects related to emergency management and continuous
improvement with minimal oversight, including the management of
other staff, high-quality deliverables, and timelines
+ Engage with and work directly with government clients to
understand project requirements, scope tasks, and collaborate and
execute project activities
+ Design approaches to evaluate the performance of disaster
management programs through general research, surveys, interviews,
and focus groups
+ Develop trainings, policies, tools, and guidance documents
related to conducting continuous improvement in emergency
management
+ Use qualitative and quantitative methods to analyze emergency
management data and programs
+ Design stakeholder engagement strategies, communication
materials, and technical assistance in support of emergency
management projects
+ Synthesize results of analysis into written products, data
visualizations, and oral presentations
+ Contribute to proposals and business development efforts
**Qualifications**
**Required Qualifications:**
+ Minimum six years of professional experience, with relevant
professional experience in an emergency-management related position
(preferably with some experience working for or supporting FEMA),
and at least three years overseeing projects or tasks
+ A relevant Bachelors Degree or Masters Degree in emergency
management, homeland security, public policy, political science,
other social sciences, or other relevant field
+ Experience assessing, developing, or implementing FEMA programs,
particularly response and recovery programs
+ Knowledge of FEMA headquarters program offices
+ Understanding of emergency management principles, programs, and
requirements, including mitigation, preparedness, response, and
recovery, National Incident Management System (NIMS), the Incident
Command System (ICS), the National Response Framework (NRF), and
National Disaster Response Framework (NDRF)
+ Outstanding written and oral communication skills, organizational
skills, product development skills, and attention-to-detail
+ Experience leading analytical work including data collection,
analysis, and data interpretation
+ Understanding of project management fundamentals and experience
developing detailed project work plans
+ Ability to earn a US security clearance and/or DHS Suitability -
requires US Citizenship

Based on eligibility and job status, Cadmus offers an excellent

The estimated starting salary for this position is $85,000. The
actual salary may be higher and will be determined by several
factors, including relevant work experience, education, skills, and
market competitiveness.
