This position is located in the Service Strategy and Portfolio Management Division, Office of Consular Systems and Technology, Bureau of Consular Affairs (CA/CST/SSPM). Responsibilities Serves as the Chief of the Service Strategy and Portfolio Management Division. Serves in a senior advisory role to management, providing authoritative technical expertise in the assigned program areas. Ensures that all Division programs and activities actively promote the implementation of strategies and measures designed to assess and minimize systems security risks and vulnerabilities. Directs the planning and execution of a broad range of enterprise-level program management functions. Responsible for Division program responsibilities. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - recommends changes in organizational structure, position classification, and related actions Customer Service - centralized acquisitions management and contract oversight to sustain exemplary customer service Oral Communication - leads, coordinates, communicates, integrates and is accountable for the overall success of the program Problem Solving - resolves a broad range of significant, highly complex, and often controversial issues AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with strategic planning, program/project management, investment control, acquisition management and contract oversight. Experience developing and/or implementing Information Technology Governance (ITG) policy and standards. Experience with assessing and managing risks related to Information Technology activities. Experience developing, presenting, and tracking metrics for Information Technology continuous improvement. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
