The University System of Maryland Office ( USMO ), led by Chancellor Jay A. Perman, is the staff to the Board of Regents. Staff members advocate on behalf of the 12 USM institutions, facilitate collaboration and efficiencies among the institutions, and provide information about the system to the public. With leadership from the USM Board of Regents and Chancellor Perman, the USMO coordinates academic programs, assists with long-range planning and resource management, facilitates private fund raising, and provides financial stewardship.

Position Summary/Purpose of Position:
Position Summary/Purpose of Position: This position is located in Adelphi, MD, with the option to telework part of the week. The Debt Manager manages, provides analysis for, and devises methodologies and approaches to satisfy the University System of Maryland's ( USM ) Capital projects accounts payable process for both internal and external debt financings.

Responsibilities:
Manages accounts payable process for USM external debt financing program:

  • Reviews, approves and processes accounts payable transactions for Maryland Consolidated Capital Bond Loan ( MCCBL ), USM revenue bonds, and other external debt authorizations.
  • Establishes and enforces documentation standards and expectations supporting project costs charged against different fund sources.
  • Periodically reports reconciliations and account balances back to each of the USM institutions.


    Manages System-wide debt service:
    • Calculates System-wide debt service requirements and develops allocation methodologies that are both fair to institutions and each individual project and that reflect the differing approaches to raising or collecting principal and interest for academic projects and auxiliary or self-support projects.
    • Communicates the approaches and basis for assigning portions of System-wide debt service needs to institutions so that required or allocated amounts are understood and transferred to the System Office to be sent to the bond trustee in a timely manner.
      Manages the internal Equipment Loan program:
      • Reviews and processes Equipment Loan requests; calculates and produces debt service schedules for each loan.
      • Tracks and summarizes program-wide information and balances by institution for financial reporting purposes.
        Compiles information and prepares reports:
        • Conducts interim and annual reporting of project spending and reconciliation of the USM revenue bond, MCCBL and Equipment Loan program balances for USM Financial Reporting purposes. Conducts Debt service recalculation and verification.
        • Understands IRS , bond counsel, and outside consultant requirements for and arranging arbitrage data compilation.
          Minimum Qualifications:
          Education: Bachelor's degree in Accounting, Finance, or similar program.

          Experience: 4 years of professional experience in accounting or related field.

          Knowledge, Skills, and Abilities:
          • Analytical skills that enable development of operational solutions to complex financing challenges.
          • Communication skills, both written and oral.
          • Proficiency with Microsoft Office Suite, specifically with Excel.


            Strong organizational skills and attention to detail.

            Preferences:
            Preferred Education: Master's Degree in Accounting, Finance, or similar program. CPA or eligible to sit for CPA exam.

            Preferred Experience: 5 or more years of professional experience in accounting or related field. Some audit experience preferred.
