Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events. SUMMARYThe Senior Vice President & Assistant Chief Safety Officer is a senior member of the Department of Safety leadership team. This role includes a broad portfolio of administrative and operational responsibilities centered around leading the development and implementation of Metro's Safety Management System (SMS) in accordance with the Agency Safety Plan (ASP). Specifically, the incumbent is responsible for developing and leading teams, focused on continuously improving the four critical elements of the SMS; Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion.The outcome of this leader's effort is an SMS that ensures hazards are professionally identified and managed, risk mitigations are sustainably developed and complied with, and the impact of those mitigations are measured. The incumbent ensures that safety policies are continuously evaluated and improved, that incidents trigger investigations and trends trigger root cause analyses and other types of management intervention. Findings result in corrective actions that effectively mitigate the risk of recurrence. The incumbent manages the four components of the SMS to ensure congoing communications flow into Metro's Operations through Safety Committees and embedded Safety Risk Coordinators, providing a closed-loop, systematic approach that drives proactive Safety Risk Management. This includes monitoring systems for compliance and working collaboratively to lead and drive the effort to establish methods to verify that existing procedures are sufficient and to identify continuous improvement opportunities to mitigate risk.ESSENTIAL FUNCTIONSDevelops, leads, and manages numerous teams organized around the effort to develop and implement the four components of SMS in all modes of the WMATA operation. Provides day-to-day leadership of the safety department by providing guidance and direction to teams developing and implementing processes to support Safety Risk Management, Safety Assurance, Safety Policy and Safety Promotion.Orchestrates a wide range of complex projects and commitments with a proven record of delivering results on time and within budget. Oversees a diverse portfolio of projects to support the functional execution of improvements to emergency preparedness, operational safety oversight, safety data analytics, occupational safety and health, operating practices, safety investigations, safety policy, safety culture and safety communications.Supports the Executive Vice President and Chief Safety Officer through work with the various lines of business and functions throughout WMATA to provide strategic direction to comply with processes, policies, and best practices, improving WMATA's safety performance to meet internal and external expectations. Leads efforts increase consistency in holistic safety performance by conducting benchmarking and sharing best practices regarding Safety Management System implementation.Ensures the coordination of all Rail, Bus and Paratransit safety improvement efforts and represents WMATA as a primary liaison with regard to various federal, state and local agencies/commissions, including but not limited to; the Washington Metrorail Safety Commission (WMSC), Federal Transit Administration (FTA), Occupational Safety and Health Administration (OSHA), Federal Motor Carrier Safety Administration (FMCSA), and the National Transportation Safety Board (NTSB). Develops and oversees comprehensive inspections of safety compliance programs to ensure adherence with FTA, WMSC, OSHA and applicable International Organization for Standardization (ISO) requirements.Simplifies the complex by synthesizing data and information from a variety of sources to provide comprehensive status on SMS progress at a glance and applies the managerial skills needed to adjust plans as lessons are learned and when circumstances require creative solutions to sustain progress while facing adversity.Oversees the development of a suite of key performance indicators and metrics that measure performance and enable informed decision making. Leads the departmental efforts to recruit, develop and retain a diverse team of professionals.The functions listed are not intended to limit specific duties and responsibilities of any particular position.
