Job Description:

The Alaka'ina Foundation Family of Companies (FOCs) has a need for a Program Manager to provide professional support services to the Defense Health Agency (DHA) Deputy Assistant Secretary of Defense (DASD) for Health Readiness Program and Oversight (HRP&O) out of Falls Church, VA.



DUTIES INCLUDE:



* Supporting the daily operations of the contract.

* Overseeing the DASD (HRP&O) Program Directorates including Operational Medicine; Office of Global Health Engagement; Medical Counter Measures; Defense Medical Logistics; Research and Regulatory Oversight Office; Defense Medical Research and Development; Reserve Component and Readiness.

* Overseeing the DHA Program Directorates/Divisions including Psychological Health and Readiness, Current Operations; Defense Readiness Support Systems; Portfolio Management; Operations, Plans, and Requirements; AD,CS Manpower Office Support; AD,CS Human Resources and Management Support Services.

* Overseeing the Principal DASD for Health Affairs (HA) directorates, including Coalition and Non-Beneficiary Health Care Programs.

* Maintaining the staffing plan for pricing, contract line items (CLINS), labor categories (LCATs), and full-time equivalent (FTE) hours proposed for each LCAT.

* Developing the program management plan that will require government approval.

* Developing and submitting a contingency operations plan to the Government.

* Providing operations support during emergency situations.

* Using resources and tools available to continue essential DHA functions under emergency circumstances.

* Providing program management support to the medical preparedness policy directorate.

* Developing public health management across all public health product lines including but not limited to health assessments, epidemiology policies and program.



REQUIRED SKILLS AND EXPERIENCE:



* Must have at least five (5) years' management experience.

* Must have at least ten (10) years' experience in program management.

* Must have experience and comprehensive knowledge of Military Health System activities and DoD health related fields.

* Must have experience in managing multiple activities of a group of management, organizational and business process improvement staff to execute the business plans, developing plans and projects, determining needs, investigating and resolving problems, interfacing with other functions and outside personnel, preparing capital and operating requests, and managing staff.

* Must have experience in directly supervising contractor employees.

* Must have experience in interviewing, hiring, and training contractor employees.

* Must have experience in addressing complaints and resolving problems.



REQUIRED EDUCATION/CERTIFICATIONS:



* Must have a bachelor's degree in Business, Health Care Administration, Allied Health, or Health Sciences.



CITIZENSHIP AND CLEARANCE REQUIREMENTS:



* Must be able to obtain a Common Access Card (CAC).
