*Job Title: Human Resources / Office Manager**Reports To: *President / General Manager*FLSA Status: *Exempt*\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_\_**JOB SUMMARY*The *Human Resources/Payroll Manager* provides leadership and guidance to the organization and is responsible for setting, enforcing, and evaluating legally compliant human resources policies and procedures while implementing best practices to ensure effective employee retention to meet operational needs. Responsible for accounting, payroll and general administrative functions.*DUTIES & RESPONSIBILITIES*_*Human Resources Operations: *_ - Provide current and prospective employees with information about policies, job duties, working conditions, wages and employee benefits. - Advise managers on organizational policy matters, such as FLSA compliance, equal employment opportunity and sexual harassment, and recommend needed changes. - Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements. - Plan and conduct new employee orientation to foster positive attitude toward organizational objectives. - Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems. - Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation and employee relations. - Together with the Senior Route Coordinator and Field Operations Manager, analyze training needs to design employee development, and health and safety programs. - Maintain records and compile statistical reports concerning personnel-related data such as hires, performance appraisals, and labor costs. - Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices. - Plan, organize, direct, control, or coordinate the personnel, training, and employee relations activities of an organization. - Conduct exit interviews to identify reasons for employee termination. - Represent organization at personnel-related hearings and investigations._*Recruiting Operations*_Responsible for the design and implementation of recruiting strategies, processes and systems to attract a diverse pool of qualified and capable talent for the organization ensuring operational needs are met. Provides leadership, support, advocacy to the organization's recruiters._*Employee Relations*_Responsible to develop and implement and administer employee policies, procedures, and programs to ensure operational effectiveness. Assists operations in resolving employee performance/behavior concerns through corrective actions. Develops programs related to employee morale and satisfaction._*Compensation & Benefits*_Plans, develops and implements new and revised compensation & benefit programs, policies and procedures to align with the company's goals and competitive practices. This position is also responsible for ensuring that company compensation programs are consistently administered in compliance with internal policies and government regulations.Responsible for directing and planning of group benefits programs for Service Contract Act employees and Office Staff. Programs include: group health, dental, vision, short-term and long-term disability, worker's compensation, life insurance, flexible spending plan, healthcare reimbursement accounts, retirement plans, etc.). Continually investigates new compensation & benefits programs, improves existing programs, and monitors benefits administration ensuring compliance.*HR Information Systems*Oversees and maintains optimal function of the HRIS, which may include installation, customization, development, maintenance, and upgrade to applications, systems, and modules.*OFFICE MANAGEMENT: **Payroll Operations*Will oversee and supervise the organization's payroll function. Implements, maintains, and reviews payroll processing and timekeeping systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.*Accounting Operations (AR/AP)*Ensures billings/receivables and payables are correctly processed and in a timely manner.*SUPERVISORY RESPONSIBILITIES: * - Recruits, interviews, hires, and trains new staff. - Oversees the daily work of employees. - Provides constructive and timely performance feedback (both positive & corrective). - Conducts periodic formal performance evaluations. - Handles corrective action and termination of employees in accordance with company policies.*REQUIRED QUALIFICATIONS: ** Must have a minimum of five (5) years previous Human Resources Management and Payroll experience.* Must have experience with Federal Government Contracting requirements and overseeing compliance for Service Contract Act (SCA) employees in regards to Wage Determinations, Compensation, Benefits and Entitlements.* Must have experience with Payroll and Time & Attendance systems, especially Paychex Flex.* Must have experience managing Benefit Programs for both SCA and non-SCA employees.* Excellent verbal and written communication skills.* Strong supervisory and leadership skills.* Excellent interpersonal and conflict resolution skills.* Strong analytical and problem-solving skills.* Excellent organizational skills and attention to detail.* Thorough knowledge of employment-related laws and regulations.* Knowledge of and experience with varied human resource information systems. - Proactive and independent with the ability to take initiative. - Excellent time management skills with a proven ability to meet deadlines. - Familiarity with laws, regulations, and best practices applicable to hiring and recruitment. - Proficient with applicant-tracking software or other recruitment systems. - Ability to create and implement sourcing strategies. - Experience with Behaviorally Based Interviewing - Ability to prioritize tasks - Ability to act with integrity, professionalism and confidentiality - Previous experience with Human Resources Information Systems (Bamboo preferred) - Proficient with the use of smartphone apps - Proficient with Microsoft Office Suite or related software.*EDUCATION REQUIREMENTS: ** Bachelor's degree in Human Resources, Business Administration, or related field required.* At least ten years of human resource management experience required, with general administration and business development experience highly preferred. - Project Management experience desired - SHRM certification preferredJob Type: Full-timePay: From $75,000.00 per yearBenefits:* 401(k)* Paid time offPhysical setting:* OfficeSchedule:* Monday to FridayApplication Question(s):* Please describe in detail your experience overseeing a large population of Service Contract Act (SCA) employees.
