Summary This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae. Responsibilities As a Director Communications and Congressional Relations Division, you will: Develop an overall marketing and communications strategy for the corporation and to develop an implementation plan for the strategy. Develop policies and procedures for all corporate staff external communications and has primary responsibility for ensuring content and quality control of all corporate staff external communications. Provide professional leadership and direction for a broad program that focuses on critical mission-related activities and issues. Develop and execute strategies to increase Ginnie Mae's visibility with Congressional stakeholders and ability to influence appropriations legislative decisions. Requirements Conditions of Employment The official duty station for this position will be in Washington, District of Columbia. Must be U.S. Citizen or U.S. National. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Leading the communications and marketing strategy for a corporation or government agency; AND - Developing and writing communications for senior executive leadership, including keynote addresses, speeches, talking points, remarks, and Q AND - Developing and implementing social media relations and public relations plans, including issue spotting and response mechanisms; AND - Managing a communication team responsible for enterprise communications. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 grade level, you must have been at the GS-14 grade level for at least 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Relocation incentive will not be paid. A recruitment incentive may be paid to newly appointed (non-Federal) applicants. A service agreement may be required. This is a non-bargaining unit position. This position is Exempt from the Fair Labor Standards Act (FLSA). HUD offers alternative and flexible work schedules. CONDITIONS OF EMPLOYMENT: A one year probationary period may be required. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. HUD will require the vaccination status of all selected applicants for the purposes of implementing workplace safety protocols such as COVID testing. Selectees who are not vaccinated and/or choose not to disclose their vaccination status will participate in a testing program as directed by the CDC based on the COVID risk level of the county in which they are working.
