Team Summary

The Government Affairs and Arts Education team advances advocacy priorities at the federal, state, and local levels of government. Team staff work to build advocacy efforts and training for the field at large, grassroots campaigns, policy initiatives, and national coalitions with cultural, civic, and private sector organizations with the goal of influencing public policies that advance direct and indirect support for the arts and arts education. At the federal level, this includes lobbying Congress and the executive branch. At the state and local level, this encompasses supporting a network of state arts and arts education advocacy and services organizations, state arts agencies, local decision makers seeking strong pro-arts public policies and includes partnerships with public sector associations representing elected officials at all levels of government.

Position Summary

The staff of the Government & Public Affairs Department are responsible for promoting the Americans for the Arts message to Congress and the Administration, with the goal of influencing public policies that advance direct and indirect support for the arts and arts education.

The Advocacy Manager serves as the program lead for the planning and production of the National Arts Action Summit annual conference. The Manager organizes strategic events providing programmatic and technical design of Government Affairs projects and services in order to advance the organization's active grassroots advocacy community in fifty states.

The Manager should have experience in program and event management, government affairs and advocacy, writing, and a working knowledge of online advocacy software (examples: VoterVoice, CongressPlus, etc). The Manager should have a strong background in organizing strategic grassroots and grasstops advocacy efforts, understanding nuances in the Congressional calendar and geographic variations in advocacy needs. The Manager must also be detailed-oriented and able to oversee complex logistical operations.

The Manager will attend meetings on Capitol Hill with grassroots advocates, Congressional staffers, and Members of Congress. The Manager serves as a key liaison to the arts-specific Congressional caucuses and manages the distillation of information, organization, and onboarding of the Federal Arts Advocacy Captains.

Key Duties And Responsibilities

Key duties and responsibilities include, but are not limited to:

Advocacy Strategy, Design, & Implementation

  • Manage National Arts Action Summit event logistics, materials, and budget, which include the management and production of the legislative planning process, advocate training sessions, website, marketing and publication materials, recruitment of partners, the Congressional Arts Handbook, and other associated activities.
  • Attend events on and off Capitol Hill on behalf of Americans for the Action and the Americans for the Arts Action Fund
  • Serve as a lobbyist to the U.S. Senate and the U.S. House of Representatives
  • Coordinate Senate Cultural, Congressional Arts, and STEAM Caucuses events and briefings
  • Develop and execute an outreach program for new members of Congress and their staff
  • Work with the Director of Public Policy and Vice President of Government Affairs and Arts Education with monitoring federal legislation and research that impact the nonprofit arts
  • Create, post, and manage content for VoterVoice E-advocacy site, assisting affiliates when needed

    Partnerships & Community Engagement
    • Manage the Federal Arts Advocacy Captains for purposes of advancing federal legislation, including monthly calls and regular communications providing advocacy and policy guidance
    • Organize and present advocacy training and briefings to stakeholders
    • Liaison with the Cultural Advocacy Group working toward consensus from national arts leaders
    • Proactively seek to represent Americans for the Arts through presenting roles at advocacy roundtables, trainings, and conferences
    • Serve as a trusted expert in advocacy education and best practices among coalition partners and field leaders
    • Develop content for various Americans for the Arts printed and online publications, blog, and social media

      Program Evaluation, Enhancement, and Cross-Team Collaboration
      • Use research and best practices in program evaluation to define and measure Americans for the Arts' short- and long-term advocacy impact
      • Strategize with Development colleagues on fundraising opportunities to support Americans for the Arts' advocacy initiatives and efforts
      • Manage, in consultation with the Vice President of Government Affairs & Arts Education, the program areas' annual budget and maintains it accordingly
      • Create, post, and manage content for advocacy section of Americans for the Arts' website
      • Compile and file the organization's lobbying disclosure reports
      • Interview, hire, and manage the departmental intern
      • Maintain CongressPlus database and coordinate department's subscriptions and reference resource materials
      • Execute other projects and assignments given by the Vice President of Government Affairs and Arts Education

        • Bachelor's degree required; Master's degree preferred (work experience can serve as substitute for postgraduate studies)
        • Five to seven years of professional experience preferred, including on Capitol Hill, political campaigns, grassroots advocacy experience, and/or in the non-profit sector
        • Experience with advocacy software products
        • Ability to work both independently and collaboratively in teams
        • Some travel may be required
        • A positive attitude and an earnest interest in providing quality customer service to our members, stakeholders, and partners
        • Ability to maintain healthy interpersonal relationships
        • Excellent verbal and written communication skills
        • Strong organizational skills and the ability to handle multiple projects
        • Strong Personal Computer (PC) skills including Microsoft Office (Outlook, Word, Excel, PowerPoint), Internet research experience, a basic knowledge of any Content Management System (CMS) and basic PC troubleshooting

          • This position works 37.5 hours per week Monday through Friday around core business hours (10:00 am - 4:00 pm ET)
          • Some travel may be required
