Job Description Summary

Maximus is seeking a Program Manager to oversee and eventually lead IT programs delivering critical services to multiple Federal health agencies. This newly created role has been designed to shape an IT PMO shared services model. The PM is responsible for supporting existing programs within the account in the context of multi-project management. The purpose of this shared services model is to develop a pool of readily available, readily equipped and readily accessible IT PMs, to serve as liaisons to project teams as well as deploy across the account rapidly when needed, to any existing program or new IT contract award. The areas of responsibility are as follows: strategic support, management of a multi-project account, operations and delivery oversight, reporting at the executive level, assessing cost, schedule, and performance. When the PM is deployed to lead operations and delivery of a new contract, programmatic responsibilities include client management and relationship building, team management/coaching and overseeing cradle-to-grave technical operations. Supporting technical operations include delivering across a variety of technology services such as: advanced analytics and emerging technologies (e.g., AI, ML, RPAs), infrastructure architecture and engineering, cloud migration and engineering, IT infrastructure modernization and management, software defined networks, help desks, operations and maintenance, application development and modernization (DevSecOps and Agile practices). The successful candidate must be able to demonstrate: ---Strong knowledge in Health IT/Public Health IT with direct experience at Federal agencies such as HHS inclusive of CDC, CMS, FDA, and NIH. Work closely with the delivery, business development, capture and solutions teams to ensure continued delivery and focus on the introduction of new solutions for existing and new business opportunities.---Deeply conversant in IT operational and delivery needs, current technologies, Federal HIT stakeholders and their challenges/needs; as well as solution/deal shaping, creating and maintaining relationships with current/future clients and partners; and the management of P&L for program(s).---Focus on opportunity identification, development and execution of capture plan and acquisition of new work. Participate directly with business development and capture teams. Manage and deliver content for proposals to customers. Serve as the key point of contact for the design of simple to complex information technology solutions and developing technical solutions in response to RFPs.---Provide management and escalation support to multiple programs led by project/program managers, utilizing both direct and subcontracted labor. Support the financial, subcontract management and human resource well-being of the contract, with primary focus of ensuring delivery excellence and P&L responsibilities are achieved. Monitor performance metrics and deliverables across programs to ensure conformance with program tasks, schedules, and contractual obligations. ---Focus on tactical and strategic customer relationship management as well as the integration with project/program, division, and segment organizations.---Demonstrate experience in quality and agile development practices as well as familiarity with a wide array of technologies and DevSecOps tools and practices. ---Develop and deliver briefings to VP, SVP, GM, and other corporate leadership, as required.---Participate in pre-marketing activities and writing of proposals; develop and present technical white papers and solution presentations. Consistently work with abstract ideas or situations across functional areas of the business.---Serve as liaison between the business (functional) and technology staff to clarify system requirements for proposed solutions.---Assist in all phases of the life-cycle development process; prepare and review technical documentation; and assist projects on technical matters to address needs of the client and other stakeholders.---Through assessment of intangible variables, identify and evaluate fundamental issues, provide strategy and direction for major functional areas.---Interact internally and externally with executive level management, requiring negotiation of extremely critical matters, and influence policymaking.---Actively participate in the plan, design, build and implementation of projects; and monitor progress.---Facilitate and ensure effective communication amongst functional teams/representatives, that is, between top management team and individual project managers/coordinator, and make sure the information/directives being passed down are diligently carried out.---Ensure effective allocation of resources amongst the individual projects under the program.---Manage all forms of risk that may hinder the progress of on-going projects.---Manage Human Resource goals by recruiting, training, coaching, and disciplining employees.---Implement production, productivity, quality, and customer-service standards by resolving problems, completing audits, identifying trends, determining system/program improvements, and implementing change.---Build a strong team through open communication and by collaborating on decision-making responsibilities; create and nurture effective communication within the organization.Location - currently all staff are 100% remote due to COVID. Once offices safely re-open, the position will continue to be primarily remote, with periodic need to attend meetings in the Maximus Tyson's Corner office, or Federal Health clients' sites in Washington DC metro area or Atlanta, GA. Minimum Requirements:---Bachelor's degree or equivalent combination of education, technical training or work experience considered in lieu of degree.---Minimum of five (5) years of experience in the related field.---At least three (3) years of people management experience. ---Demonstrated strong knowledge in Health and Public Health IT with direct experience in the Federal space at agencies such as HHS. ---High acumen across a variety of technology services: advanced analytics and emerging technologies, infrastructure architecture and engineering, IT infrastructure modernization and management, software defined networks, help desks, operations & maintenance and application development and modernization.---Conversant in IT operational and delivery needs, current technologies, stakeholders, and their challenges/needs.---Experience leading DevSecOps and Agile IT programs.---Experience in supporting proposal, capture, solutioning and deal shaping---Demonstrated budget management skills (P&L).---Demonstrated proven track record of technical project management, strong leadership abilities and proven business development experience. ---Excellent organizational, interpersonal, written, and verbal communication skills.---Demonstrated ability to lead complex programs, managing problem resolution (risk management) and providing excellent customer satisfaction.---Experience in hiring, training and being a motivating mentor/coach to teams (25+ FTE).---Experience leading large group discussions with agency clients and stakeholders to address questions and problem resolution.---Experience planning projects from start to finish, including identifying processes, deadlines, and milestones.Desired Qualifications:---High-level of competence leading and overseeing cloud migration, cloud engineering and cloud modernization projects.---Project Management Professional (PMP) ---Cloud Certification ---Certified Scrum Master (CSM)---DASA DevOps Additional Requirements as per contract/client:---Candidates must be a US Citizen.---Ability to successfully pass a federal NACI public trust background investigation. ---As a federal contractor, Maximus is subject to Executive Order 14042 and the Safer Workforce Task Force's COVID-19 Workplace Safety Guidance for Federal Contractors and Subcontractors.
