Job Description:

OBXtek has a new contract supporting the Department of State, Technical Security Engineering Division (TSE) in the Bureau of Diplomatic Security (DS). We are currently hiring for a Program Manager, who will be primarily located in Springfield, VA (State Annex-7). Other locations include Dunn Loring, VA (State Annex-11) and the Interagency Training Center (ITC) in Fort Washington, MD. The TSE staffing program manager will handle the following broad tasks:

  • Oversee and ensure delivery of all performance on the contract
  • Be responsible to the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Monitors (GTM's) for performance and delivery.
  • Directly supervise and oversee all site leads and staff
  • Ensure quality recruiting, hiring, personnel management, training, and support of all personnel/positions under the contract. Direct responsibilities are as follows:
    • Serve as focal point for all contractor functions that pertain to performance under the contract
    • Interact on a daily/weekly basis with Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Technical Monitors (GTM's) to ensure performance across all contract tasks.
    • Supervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract
    • Advise and assist regarding the technical scope of the contract.
    • Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.
    • Plan, establish, and review compensation actions and enforce policies and procedures.
    • Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract Statement of Work (SOW)
    • Ensure all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.
    • Ensure professional development training as required for personnel.
    • Oversee on-time delivery of requirements, invoicing, and other fiscal management functions.
    • Review, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State. Qualifications:
      • U.S. Citizen and must possess and maintain a TOP SECRET security clearance
      • Project Management Professional (PMP) Certification.
      • Must have at least 15 years of professional experience.
      • Must have at least 6 years of experience supporting government programs/contracts.
      • At least 10 years prior experience as a PM or as a management analyst supporting a government program/contract.
      • Demonstrated experience coordinating HR and/or recruiting needs.
      • Ability to conduct all the responsibilities listed above and demonstrated communication and coordination skills.
      • Demonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.
      • Demonstrated excellent organizational and coordination skills.
      • Excellent Microsoft Word, Excel, and SharePoint skills.
      • Ability to function effectively in complex situations with multiple stakeholders. COVID Policy: Prospective and/or new employees will be required to adhere with OBXtek's vaccination policy.
