Ensures applicable fire life safety codes, DC Water policies and procedures are implemented and enforced. The Program Manager, Safety and Fire Life safety will work with the Office of Emergency Management to anticipate and respond to threats to public safety, such as acts of terrorism, natural disasters, epidemics and major industrial accidents. Reports to work in all weather conditions as an essential employee.ESSENTIAL FUNCTIONS:* Manages responses to critical safety issues and coordinates response with Emergency Management Team and Customer Care and Operations departments.* Manages compliance of the fire life safety maintenance, testing, and inspection of fire protection equipment.* Ensures coordination with the DC Water Department of Facilities to accredit fire life safety maintenance, testing, and inspection of fire protection equipment functionality.* Manages the response to all fire life safety investigations, complaints and/or problems; including building code compliance inspections and policy enforcement.* Coordinates and participates in the construction, renovation, and demolition plan review process.* Acts as program manager for all DC Water liaisons with the District of Columbia Fire Marshall Office and the DC Fire and EMS department.* Provides direct guidance on fire life safety and safety issues to all levels of staff within DC Water.* Maintains records and related documents.* Responds to emergency alarms and other emergencies/incidents.* Develops, designs and reviews all evacuation and emergency action plans, Authority wide.* Reviews new construction and renovation plans to ensure appropriate and consistent fire protection approaches that meet code and DC Water construction contract requirements.* Conducts, plans, and executes Authority wide evacuations and drills;* Liaison with Facilities and Security, Engineering, and Emergency Management regarding fire systems management, including:* Sprinklers* Smoke detectors* Plant wide alarm* Ensures DC Water's Fire Life Safety program is in compliance with OSHA and National Fire Protection Association (NFPA) compliance.* Performs other related duties and projects as assigned at the discretion of the immediate supervisor.Supervisory Responsibilities: N/AKey Working Relationships: Internally has Authority-wide interface with all departments; externally acts as key liaison to various District of Columbia emergency response agencies and organizations.EDUCATION/EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.* Bachelor's Degree in Fire Protection Engineering or related discipline from an accredited college or university plus a minimum of five (5) years of progressive experience related to a Fire and Life Safety program; or equivalent combination of education and experience.* Must be NFPA 101 and OSHA 29 CFR 1910.38 certified. Prefer professional certification or commencement of training and/or courses to acquire professional certification as a Certified Fire Protection Specialist.* Must possess and maintain current a valid Motor Vehicle Operating License.* Must have knowledge in the Incident Command System (ICS), industry best practice Emergency Response requirements or equivalent experience.* Must possess excellent written and verbal communication skills.* Utilizes a personal computer and maintains a working knowledge of applicable software programs (ie word processing, spreadsheets, e-mail, etc.).PHYSICAL DEMANDS OF THE WORK ENVIRONMENT:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
