If you have a passion for making the world a better place and want to have a front row seat to the world stage, USIP is the place for you.-- JOB BRIEF The Overseas Safety and Security (OSS) Manager identifies threats to the safety of USIP staff overseas, responds to critical incidents as they arise and monitors all travel to danger zones. The OSS Manager also develops, oversees, and provides the education and training for staff working in conflict zones, and manages the duty officer program. The OSS Manager maintains situational awareness of the safety and security of all USIP personnel overseas to include, managing and reporting security incidents to the Director of Overseas Safety and Security (DOSS) and/or the Crisis Management Team as needed. This position reports to the Director of Overseas Safety and Security and works closely with staff at all levels, across all programs, as well as USIP's overseas offices, programs and support elements. Grade 13 - $103,000 - $107,000 The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position. RESPONSIBILITIES
    • Develops overseas safety & security strategies and policies; evaluates and modifies the strategy and implementation plans as needed in consultation with the Director of OSS.
    • Builds strategic partnerships with USG agencies and non-government experts to leverage resources and combine efforts to promote USIP safety and security initiatives and goals.
    • Advises DOSS, USIP Leadership, and field teams on strategic response to global and regional crises. Design and Management: --
      • Develop innovative activities that enhance USIP's abilities to exercise its Duty of Care doctrine for all employees and appropriate contractors.
      • Manage the scope, time, cost, and quality of all overseas safety & security initiatives. Monitoring and Evaluation:
        • Monitors and evaluates overseas travel of all USIP employees and operations.
        • Monitors and investigates regularly key global conflicts and overseas safety trends with implications for USIP travelers and expatriates.
        • Develop and maintain a records system about safety & security incidents that enables USIP leadership easy access while protecting relevant information.
        • Coordinate with field offices regarding reports and M&E activities. Analysis and Reporting:--
          • Develop, update, and edit various program documents, especially training plans.
          • Collect and collate post-travel reports from USIP staff.
          • Investigates all critical incidents and writes After Action Reports. Operations
            • Provides security risk assessments on new travel destinations and program areas as needed.
            • Manages, coordinates, facilitates, and develops the curriculum for the security/first aid training portfolio for all USIP personnel.
            • Manages and monitors security statuses of all international travelers and overseas stationed staff to include: responding to critical incidents, alerting necessary personnel, responding to travelers in distress, and maintaining constant situational awareness of where staff and contractors are located.
            • Manages and responds to duty officers at all times, including after regular work hours and on weekends in order to follow up on missed check-ins and security incidents.
            • Briefs travelers on key security risks and threats prior to their departure.
            • Debriefs travelers on security concerns post-travel to high risk locations.
            • Advises and supports the Director of OSS (DOSS) on strategic security issues as well as critical incidents on the ground.
            • Prepares and briefs on emerging safety issues to leadership and other stakeholders.
            • Actively engages with counterpart staff in other organizations and institutions for information and insight for the purpose of enhancing the quality of USIP's safety protocol for international travel and overseas operations.
            • Advises on the development of appropriate safety and emergency standards for USIP overseas offices.
            • Conducts site security/safety and risk assessments at all USIP office locations and additional sites as requested.
            • Manages, briefs, and trains all duty officers.
            • Supervises, mentors, and trains OSS Program Assistant.
            • Serves as acting DOSS when required.
            • Serves on the Crisis Management Team. Administrative
              • Manages contracts with training and security vendors.
              • Manages and tracks OSS annual budget.
              • Manages online Travel Tracker program to include troubleshooting, reports, training, and contract.
              • Coordinates and supervises duty officer rotations.
              • Manages incident reporting and maintains records of critical incidents in the field. Performs other duties as assigned. QUALIFICATIONS
                • Bachelor's Degree or equivalent from an accredited college or university with preferred study in political science, international relations or related areas; Master's Degree a plus.
                • 7+ years' relevant work experience required (or a Master's degree and 5+ years of relevant experience).
                • Experience managing security/risk for a large team, organization, or office (service or training on Crisis Management Teams a plus).
                • Experience managing security/safety/health issues for a regional or global workforce.
                • Experience as a trainer for adult-learners in the public safety/health/protection field or other training experience.
                • Advanced knowledge on risk management and risk analysis.
                • Advanced knowledge of organizational security standards and practices for public facilities and familiarity with security practices for high threat environments desirable.
                • Advanced knowledge of global geography and country-specific characteristics relevant to safety and security.
                • Ability to travel and work for short periods of time in designated high risk environments.
                • Advanced knowledge of security and personal protection training requirements for field work in high risk environments (former military, Peace Corps, humanitarian, first responder, public safety officer, or law enforcement a plus).
                • Capacity to rapidly analyze emerging on-the-ground scenarios from a lens of security and risk management to make assessments on traveler security.
                • Ability to work alone or as a team on stressful issues, as well as coordinate personnel/resources rapidly from a wide variety sources to solve complex security problems.
                • Skills in written analysis and report preparation.
                • Familiarity with MS Office applications.
                • Experience studying, working or traveling in designated conflict zones.
                • Fluency in written and verbal English.
