POSITION DESCRIPTION A. BASIC FUNCTION OF POSITION The USAID/Indonesia Monitoring & Evaluation Assistant is a position in the USAID/Program Office and the incumbent's main role is to assist the M&E Specialist with managing all monitoring, evaluation, and learning processes for the Mission. In this position, the incumbent will perform an essential quality control function, which ensures that Mission strategic and programmatic decision-making is based on the best quality performance data available. This includes day-to-day coordination and collaboration with technical offices to monitor activities, track reporting on key indicators, prepare scopes of work for evaluations, and respond to requests for M&E data or updates on achievement of intended results. In conjunction with the M&E Specialist, the incumbent will perform a full range of consultative, advisory, monitoring, and evaluative services for the Mission. S/he will help develop and manage the Performance Management Plan (PMP), and Activity Monitoring and Evaluation Plans (AMELPs). S/he will develop and maintain results databases, helping to compile the Mission indicators, targets, results and related reporting. Under supervision of the M&E Specialist, the M&E Assistant will support all tasks under the third- party M&E contract(s). The incumbent will formulate, manage, oversee, and track the monitoring and evaluation cycle for all Mission objectives set forth in USAID/Indonesia's Country Development and Coordination Strategy (CDCS). S/he will increase his/her knowledge of USAID policies and regulations and assume greater responsibilities under direction of the M&E Specialist. B. DUTIES & RESPONSIBILITIES The M&E Assistant has the following M&E duties: A. MONITORING 30% Supports the design and implementation of the mission Performance Management Plan (PMP). Assists technical teams in the design of new projects. This will include conceptual development, technical reviews, ensuring appropriate indicators are used, and coordinating with the Program office on meeting mission requirements. Compiles Activity Performance Reports documents and reviews them on a quarterly basis. Supports the development and management of Activity Monitoring and Evaluation Plans. Manages the repository of data collection tools, guidelines and M&E reference documents. Works with and coordinates activities with the Mission's M&E Specialist and GIS Specialist. Maintains an indicator database in order to track and report on activity results, special events and tasks, and evidence gathering.4 Supports efforts on data quality through mandated and recommended Data Quality Assessments (DQA). Under the guidance of the M&E Specialist, provides M&E training to Mission and partner staff. Facilitates and joins site visits as necessary and ensures adherence to DQA regulations. Works with technical teams to compile relevant performance data for Portfolio Reviews. Works closely with technical teams to ensure timely collection and submission of relevant indicator data and compile/aggregate such data into spreadsheets for uploading to FACTS INFO NextGen. Contributes to the collection, accurate representation, and reporting of data to Washington stakeholders through annual exercises.B. EVALUATION 30% Maintains an electronic and hard copy log of all past, present, and planned evaluations; S/he will become conversant in Agency evaluation policies and best practices to ensure proper planning and management of evaluations. Coordinates the creation and review of the Program, Design and Learning budget to provide adequate financial resources for evaluations, special studies and assessments. Develops Independent Government Cost Estimates for evaluation. Supports and compiles technical offices' responses to evaluation findings. Supports evaluation and assessment tasks undertaken under the third-party M&E contract, as directed by the M&E Specialist/COR. Documents Mission efforts to implement evaluation and assessment recommendations and key findings across relevant Mission interventions and processes.C. PROGRAM COORDINATION AND LEARNING 20% Tracks and reports innovative and user-friendly approaches that maximize Mission use of data to improve programming. Supports technical teams in executing their Collaborative, Learning and Adapting priorities, including linking technical offices to external support or mechanisms. Supports the Program Office team in ensuring a focus on the principles, fundamentals, and best practices, of CLA through iterative course corrections. Participates in activities designed to engage implementing partners, and cross-cutting workshops/meetings. Manages the repository of tools, guidelines and reference documents for Monitoring, Evaluation, and Learning work and other materials. Works closely with technical teams in devising new ways, and processes to improve efficiency of data collection processes, and quality of collected data. Works with technical teams on special events such as workshops, conferences, office retreats, etc. Provides assistance to visitors, TDYers and guests, as requested. Provides translation and interpretation support, as needed.5D. DOCUMENTATION AND REPORTING 20% Contributes to the drafting/collation of key Agency-level reporting documents, including Performance Plan Reporting, Operational Plan, Congressional Notifications, and Congressional Budget Justifications. Supports integration of M&E data into planning and decision-making during strategy development, project design, and implementation. Contributes to the planning of new activities by maintaining an inventory of Automated Directives System (ADS) -mandated documents that support the desired results under the CDCS.C. PERIOD OF PERFORMANCE/TIMING5-year contract period, renewable (Indefinite - type position)D. POSITION ELEMENTS a. Supervision Received: This position will be supervised by the M&E Specialist. Thisposition holder is expected to work closely with the M&E Specialist, and Deputy Director of the Program Office.b. Supervision Exercised: None.c. Available Guidelines: The incumbent is required to understand Mission and Agencyspecific policies and procedures which govern Monitoring and Evaluation and Project Activity Management in addition to the USAID/Indonesia established administrative operating procedures, policies and formats. The incumbent will be required to be proactive in keeping abreast of evolving agency guidelines and policies which affect the overall development context, including but not limited to the Foreign Assistance Act, Automated Directives System (ADS), Mission Orders, Mission Notices, USG Procurement regulations, environmental regulations contained in 22 CFR 216 and USAID Program Strategy and Policy Documents.d. Exercise of Judgment: The incumbent needs to exercise considerable judgment inproviding advice on the performance monitoring and evaluation aspects of the Mission's portfolio, and during interactions with implementing partners, consultants, TDYers and other USAID offices.e. Authority to Make Commitments: S/he is authorized to make all commitmentsnecessary with respect to scheduling and organizing all activities within the statement of assigned responsibilities. The incumbent does not make monetary or contractual commitments.6f. Nature, Level, and Purpose of Contacts: The incumbent deals with the junior levels of implementing partners, and counterparts in order to plan and meet USAID project management reporting requirements. S/he must be able to obtain and analyze a variety of privileged information from such officials in order to review and analyze performance monitoring data and generate databases of M&E data. S/he works with all USAID/Indonesia offices, including technical teams, and support offices.g. Time Expected to Reach Full Performance Level: One year.E. MEDICAL AND SECURITY CLEARANCE The selected candidate must obtain a U.S. Government security and medical clearances. If such clearances are not obtained within a reasonable time or negative suitability issues are involved, any offer made may be rescinded. This availability must be indicated in your cover letter.II. REQUIRED QUALIFICATIONS & SELECTION CRITERIA In order to be considered for the position, a candidate shall be an Indonesia Citizen. The candidate must meet the minimum qualifications listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. USAID does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference checks will be conducted on those candidates selected for an interview. The applicant's references must be able to provide substantive information about his/her past performance and abilities. Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below.a. Education (10 points): College or University Studies (Secondary Schooling and an additional of two years of College-level study) are required in the relevant fields such as social science, economics, statistics, project management, public administration, international development.b. Prior Work Experience (10 points): Minimum three (3) years of progressive responsibilities in project design, implementation and reporting is required. Experience working on monitoring and evaluation or development research, including experience with M&E-related projects; /or use of M&E tools; results frameworks and performance indicators to measure impact; data collection, synthesis; statistical methods; field research; statistical software is required. Professional relationships with South East Asian M&E, leadership, development, and organizational learning colleagues is required.7c. Language Proficiency (20 points): Level IV English language proficiency, speaking and writing,and Level IV for written and spoken Bahasa Indonesia proficiency, is required. d. Job Knowledge (30 points): The M&E Assistant will be required to have a good understandingof USAID or International Donor program and project management procedures and guidelines, particularly managing for results and monitoring and evaluation. The M&E Assistant must have a thorough understanding of administrative operating procedures, database management, and budget policies and formats. A sound knowledge of the concepts, principles, techniques and practices of development assistance is required. A sound knowledge of host-country economic, social, cultural and political characteristics is required. The M&E Assistant will be required to be proactive in keeping abreast of evolving M&E guidelines and policies which affect overall program activities within the Mission the Automated Directives System (ADS), Mission Orders, Mission Notices, USG Procurement regulations, Operational Plan, FACTS indicators, and USAID Program Strategy and Policy Documents.e. Skills and Abilities (30 points): Excellent organizational skills are required. Demonstratedability to work independently and in collaboration with other team members and units is required. The ability to establish and maintain contacts with implementing partners is required. The ability to communicate effectively, both orally and in writing, is necessary. The ability to obtain, evaluate and interpret factual data and to prepare precise, accurate and complete reports is necessary. The ability to recognize significant developments and trends reflected from collected data and bring it to the attention of supervisors is required. Proficiency in computer skills is required to effectively operate in this position. The M&E Assistant must be able to draft clear reports and briefing documents in English, in a timely manner.
