Duration: 7 months to start will be extended beyond (9-30-20) Work location: Harrisburg, PA (100%onsite) ***Requires an onsite/in person interview Skill/exp: -Exp with formal project management methodology-Required-15yrs -Exp in managing large scale I.T. product/platform migration-Required-3yrs -Exp. managing complex data conversions-Required-5yrs -Exp managing complex COTS and SaaS solutions-Required-3yrs -Exp managing public sector IT projects-Highly desired-3yrs -Healthcare exp-Highly desired-3-yrs -PMP Certification-Highly desired Seeking an accomplished project manager to manage the replacement of the current PADOH COTS web-based vital records management system with a SaaS, web-based, PA Vital Records Management System (PAVRMS). This new system will streamline the process of reporting, registering, and managing all vital event records through a vital events registry. This registry will be used to report all live births and deaths that occur in Pennsylvania, as well as out-of-state deaths. PADOH maintains all records since the inception of the program in 1906 and holds records dating back to 1890. Approximately 23 million vital event records are maintained by the Bureau of Health Statistics and Registries. In addition, approximately 310,000 new vital events are report annually. This registry will be accessible by PADOH and its reporting entities through a web-based interface. Reporting entities include 64 county coroner offices, 3 medical examiners offices, approximately 130 birth facilities, 165 local registrars,1,600 funeral homes, and more than 10,000 medical certifiers. Total number of end-users currently is approximately 15,000 since PADOH is in the early stages of rolling out the electronic reporting of deaths within Pennsylvania. PADOH anticipates that the user base will at least double once electronic reporting of deaths is adopted statewide. As with the current vital records management system, the new system will include functionality to manage the processing of consumer products generated against these records. The migration to the new PA Vital Records Management System (PAVRMS) is scheduled to begin in January 2020 and will take approximately 2 years to complete. The implementation will consist of two phases. Phase 1 will include the Birth Registry and Birth Orders. Phase 2 will include the Death Registry and Death Orders. A decision to add two additional modules (Fetal Deaths and Induced Termination of Pregnancy (ITOP)) is still outstanding. The contractor will provide subject matter expertise and serve as the project manager for the PA Vital Records Management System (PAVRMS). In addition, the contractor will serve provide subject matter expertise and serve as the project manager of the current implementation of the electronic death registration system (EDRS) being done under the current (DAVE) application. The EDRS initiative is currently in Phase 2 which focuses on rollout to the medical community. Objectives The primary objective of this engagement is to provide subject matter expertise and to serve as the project manager. These activities include but are not limited to proactively monitoring deliverables, proactively leading internal staff through work sessions to respond to various tasks associated with this initiative, developing an in depth understanding of program and IT requirements and ensuring the Commonwealth s requirements are met, developing meeting agendas and recording meeting minutes, interacting on a daily basis with internal stakeholders to ensure that appropriate staff are engaged in the implementation and stay on track with upcoming tasks and assignments, managing stakeholder training and providing administrative support to promote the successful implementation of the PAVRMS and the rollout of EDRS Phase 2. The selected contractor must be familiar with a variety of the project management methodologies and rely on experience and judgment to plan and accomplish goals. They will have proven experience in leading projects to successful implementation. They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. The Project Manager will drive entire initiatives for PAVRMS from start to finish ensuring that the project is completed on schedule and that the final project meets business, technical and established quality requirements. Generally, the contractor needs to have the skills and abilities to: Manage and track the project progress against the project schedule. Serve as primary point of contact for defect management after implementation; this includes defect triage processes. Manage contract compliance. Monitor integrated project milestones and phases and take corrective action as needed to ensure the project is on schedule. Monitor and track the project budget and advise necessary stakeholders. Plan, organize, prioritize, and manage multiple work efforts across the project teams. Notify team leads of project timelines, milestones, phases, work requests target dates, and approved executable work packages via status reports. Schedule or monitor status reviews, project management inspections, and software quality assurance work product and process reviews with the appropriate stakeholders. Analyze and distribute reports on project metrics associated with work items related to improvement measures. Ensure all changes to scope follow processes outlined in the Change Management Plan and are documented. Build and maintain relationships with key stakeholders and customer representatives. Serve as the primary point of contact for all project-related issues and resolution of issues. Accountable for management of the project s scope for the project and gaining agreement and approval of scope changes with customer representatives and affected stakeholders. Accountable for peer reviews with the appropriate project team resources. Coordinate and present to agencies as necessary. Identify and manage project risk, and develop risk mitigation strategies, and track to closure. Coordinate the establishment of project standards and project specific procedures with team leads. Ensure project compliance with DHHS standards and procedures. Develop and facilitate achievement of project service commitments. Ensure that tasks provide value and support the strategic direction of the project. Balance workload with project members capacity. Plan project specific training and orientation needs. Experience in managing large scale IT projects involving product and platform migration. Experience in projects involving complex data conversions Experience in implementation of complex COTS and SaaS solutions Experience in implementing public sector IT projects desired Healthcare experience desired Project Management Professional (PMP) Certification required Operational Requirements: The contractor will be required to: Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday. Provide weekly personal status reporting by COB Friday submitted on SharePoint. Establish a project site in SharePoint; review existing documentation Schedule project status meetings with both the BHSR Director and HHSDC IT Manager. This position will include reporting to both the BHSR Director and the HHS DC IT Manager. The contractor work location will primarily be located at BHSR at Forum Place, Harrisburg. However, the contractor will be required to work at the HHSDC located on Herr St, Harrisburg, as project requirements necessitate such as during the data migration planning phase. CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS As appropriate for a Project Manager and to meet general objectives shown above and be familiar with programs and issues relative to health and human services. - provided by Dice
