SummaryThis Senior Executive Service (SES) position is located in the Office of the Chief Financial Officer, Office of Budget, Washington, DC. For more information on this office, visit their website: https://www.epa.gov/aboutepa/about-office-chief-financial-officer-ocfo.If selected, you must work at the location stated in this announcement.ResponsibilitiesThe Director of the Office of Budget (OB) serves on the senior management team within the Office of the Chief Financial Officer; participates fully in developing the vision, goals and strategic direction for the organization; and ensures that the decisions and strategies are fully implemented within OB. The incumbent is responsible for designing and managing the implementation of numerous programs and activities, all of which require highly technical and complex budgetary management, planning and organizational skills. These programs have a direct and broad impact on EPA' s ability to successfully achieve its environmental mission in a manner which is effective, efficient, and within the numerous laws and regulations governing Federal budgetary management.Specific duties include: Developing and issuing budget policies, systems and procedures for the Agency in consonance with the policies and procedures of the Office of Management and Budget.Maintaining constant awareness of program needs and providing assistance in the preparation of strategy guidelines and planning premises integral to the program planning process and in the evaluation of program plans and legislative proposals.Preparing the Agency's annual plan and budget.Planning, coordinating, and directing the budget execution system.Planning for, establishing and directing a full-time equivalent (FTE) allocation control system which identifies the status of FTE in the Agency by organizational unit.Assuring that office personnel are appropriately employed, effectively and efficiently utilized, and dealt with in a fair and equitable manner.Within budget constraints, obtaining and allocating the financial and material resources necessary to support the Office's programs.RequirementsConditions of EmploymentYou must be a U.S. citizen.You must submit resume and required documents (see How to Apply section).If you are selected, a pre-employment background check is required.You may be required to travel 1 to 5 days per month.Pre-employment drug testing is required and random testing thereafter.If you are selected, you must complete a 1-year SES probationary period, if not previously completed.The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.You will be required to obtain and maintain a top-secret security clearance.QualificationsThe work of this position is classified in the Budget Analysis, 0560 series which covers positions that perform, advise on, or supervise work in any of the phases of budget administration when such work requires knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.All applicantsmust have one year of specialized experience ata level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.A.
