Job Description:

Duties--- You will support the specification of requirements, the development of systems or software, the transition of the systems or software to operations and other electronics engineering operations.--- You will write and present scientific and technical material to audiences ranging from USNO staff to governmental or internal experts.--- You will create standard operating procedures, documenting software, and document the requirements and design review of projects.--- You will perform a wide variety of research with the goal of contributing toward DoD-related problems.--- You will participate in the processing and analysis of data in support of the mission area.--- You will serve as team member, team lead, program manager or sole authority for significant projects for system engineering, design/development of subsystems including electronic or electromechanical subsystems required for operations.--- You will maintain electronic/computer systems that automatically collects timekeeping data, and monitors and controls the dissemination of Precise Time and Time Interval (PTTI) information in secure environments.--- You will assist with development of new or significantly enhanced Measurement, Time, Transfer, and other PTTI systems.--- You will assist with initiating and developing significant improvements to major operations of PTTI systems, involving time transfer systems, the electronic infrastructure supporting the master clock and full environmental stabilizing systems.--- You will develop and maintain contact with users in the local, national and international timekeeping community by serving in an advisory capacity without close supervisionRequirements Conditions of Employment--- Must be a US Citizen.--- Must be determined suitable for federal employment.--- Must participate in the direct deposit pay program.--- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification checkTo learn more about E-Verify, including your rights and responsibilities, visit e-verify.gov--- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade levelThis requirement is called time-in-gradeTime-in-grade requirements must be met by the closing date of this announcement.--- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.--- Males born after 12-31-59 must be registered for Selective Service.--- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on dutyFailure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.--- Successful completion of a pre-employment drug test (including marijuana) is requiredA tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the testYou will be subject to random testing.--- Some travel is requiredThis position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sitesYou must be able to travel on military and commercial aircraft for extended periods of time.--- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointmentQualifications GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sectorSpecialized experience must demonstrate the following:--- Experience applying an extensive body of standard procedures or operations requiring extended training.--- Experience in technical methods and practices within the area of specialization sufficient to select the most efficient methods and procedures; carry out standard procedures based on assignments; use, adapt, and adjust equipment for optimum operation.--- Experience interpreting plans and specification; inspect and test a variety of equipment and materials; and recognize and report errors, inconsistencies, and other deficiencies in technical data.--- Experience and knowledge of electrical engineering including radio frequency engineering and microwave engineering.--- Experience with standard electronics test equipment such as multi-meters, oscilloscopes, spectrumanalyzers, and network analyzers.--- Experience and ability to troubleshoot electrical and electronics systemsWork is typically performed in an adequately lighted and climate controlled office space.--- Experience in practical knowledge of a wide range of technical methods, principles, requirements, work techniques, and practices in electronics and skill in applying standardized, analytical and evaluative methods and techniques sufficient to advise on or resolve difficult but well precedented, factual, procedural, or recurring issues, perform installation, maintenance, operation, and testing duties and employ unique and specially designed instruments.--- Experience in practical knowledge of a wide range of technical methods, principles, requirements, work techniques, and practices in electronics and skill in applying standardized, analytical and evaluative methods and techniques sufficient to advise on or resolve difficult but well precedented, factual, procedural, or recurring issues, perform installation, maintenance, operation, and testing duties and employ unique and specially designed instruments.--- Experience and professional knowledge of electronics engineering concepts, theories, principles, and practices applicable to the design construction and maintenance of precise time and time interval systems.--- Experience independently planning, designing, and carrying out programs, projects, studies, and other workGS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sectorSpecialized experience must demonstrate the following:--- Experience applying an extensive body of standard procedures or operations requiring extended training.--- Experience in technical methods and practices within the area of specialization sufficient to select the most efficient methods and procedures;
