The Alaka`ina Foundation Family of Companies (AFFOCs) has a potential need for a Junior Engineer (IT and Computer Science) to support the Defense Information Systems Agency (DISA) in the National Capitol Region NCR. The work will include, but is not limited to, analyzing and assessing IT site surveys, developing level of efforts estimates, independent technical reviews, advisory engineering change proposals (ECP), Help Desk ticket support, and IT business operations support. This role is primarily remote with some Ad-hoc site visits as needed.

DESCRIPTION OF RESPONSIBILITIES:

Support Technical Engineering SMEs in the performance of the following tasks/duties:

Provide mission and requirements analysis, operations analysis, use environments and constraints, trade-off analysis, measures of effectiveness and technical performance measurement, evaluations of the state of the art and emerging commercial technology base, program risk analysis, system standardization, system/cost estimates and life cycle cost analysis, and training and supportability requirements.

Provide multidisciplinary technical engineering evaluations and Subject Matter Expertise for all engineering tasks/projects assigned.

Provide expertise in Engineering / Engineering Services, Engineering System Design & Integration, and Strategic Planning Plans and conducts testing / engineering assessments on assigned projects.

Provide expert advice and support during the entire engineering life cycle and perform life cycle support engineering assessments.

Provide engineering expertise and assessments for planned/unplanned network enhancements, changes, milestones, and development efforts against their potential to mitigate each threat deemed significant.

Provides engineering services that encompass analysis, design, integration, installation, testing, and life-cycle support of new and upgraded computer-based systems and networking solutions.

Provide technical direction for the definition and development of a system or subsystem and coordinate all appropriate engineering activities.

Will receive requests from the help desk to support other DISA engineers with engineering evaluations and assessments on systems of interest.

Review, evaluate, and approve engineering assessments and reports.

Conducts and Prepares Engineering assessments and ensures quality control measures.

Lead, direct, and prepare preliminary assessment and detailed engineering assessments. Put together findings from assessments and prepare them for government presentations.

Perform engineering assessment of systems or subsystems using appropriate methodologies (i.e. risk management and requirements management.)

Plan, support, and evaluate complex existing network systems and make recommendations for resources required to maintain and/or expand service levels.

Provides services for feasibility studies and analyses, performance assessments, system engineering, and system design for integration of information technology applications.

Conducts Needs Assessment Studies through interviews with end users and/or other customer representatives to determine the current operating environment and to identify potential problem areas.

Conduct comprehensive site surveys to assess existing network infrastructure and to assess the physical layout and condition of the proposed network location.

Performs requirements analysis to identify functional definitions and designs for system/hardware/software architecture.

Performs life cycle support engineering assessments.

Provides technical support for hardware, software and services requirements analyses and participates in technical and management reviews; develops content for contract technical packages.

Provides technical writing/support for the government's requirement development process.

Monitor existing systems to provide recommendations to the Government for approval for ECP capabilities; ECPs Packages are Sensitive but Unclassified, Secret, TS, and SCI networks while maintaining separation of classified data.

Evaluate planned/unplanned changes to mitigate risks to an acceptable level. Document requirements for each significant threat reduction solution.

Provide input/feedback, assisting the engineer in the developing of an evaluation.

Develop, either independently or with fellow engineers, the assessments and/or evaluations by conducting feasibility studies, site surveys, etc.

Provide support and contribution in technical writing within evaluations, assessments, solutions development, studies and/or surveys.

Other duties as assigned.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

Bachelor's degree in Computer Science or Information Technology.

REQUIRED SKILLS AND EXPERIENCE:

Minimum of 2 years' experience performing engineering analysis, design development, test or troubleshooting with knowledge over multiple technical disciplines.

Experience supporting the conduct of trade-off analysis of requirements against fiscal, schedule, and performance issues and requirements.

Experience supporting various phases of the engineering life cycle.

Understanding of, and experience with engineering requirements documents, engineering plans, IT site surveys, white papers, design documents, assessment reports, testing and validation plans, level of effort estimates, analysis of alternatives.

Experience with Agile software development methodology.

Previous experience with NIPRNet, SIPRNet, JWICS, and SCIFs.

Ability to work independently and within a team environment with geographically dispersed team members.

Possess excellent oral and written communication skills, with the ability to multi-task in a fast-paced environment.

Ability to effectively communicate with Government stakeholders with an array of backgrounds (technical and non-technical) and positions/levels of decision-making authority.

REQUIRED CITIZENSHIP AND CLEARANCE:

Must be a US Citizen

Must have an active TS and must be SCI eligible.
