The Energy Efficiency and Renewable Energy (EERE) Science,
Technology and Policy (STP) Program serves as a next step in the
educational and professional development of scientists and
engineers by providing opportunities to participate in
policy-related projects at DOE's Office of Energy Efficiency and
Renewable Energy in Washington, D.C. Participants will become part
of a group of highly-trained scientists and engineers with the
education, background, and experience to be part of the workforce
that supports the DOE's mission in the future. The Building
Technologies Office (BTO) in the Office of Energy Efficiency and
Renewable Energy (EERE) of the Department of Energy (DOE) is
seeking to engage a candidate to participate as an engineering and
building science research participant in the Residential Building
Integration (RBI)s Building America program, and BTOs Building
Energy Codes (BEC) Program. BTO leads a vast network of research
and industry partners to continually develop innovative,
cost-effective energy saving solutionsbetter products, better new
homes, better ways to improve older homes, and better buildings in
which we work, shop, and lead our everyday lives. RBI helps meet
BTO goals by supporting whole building integration research to help
improve the design, construction, and operation of homes throughout
the U.S., reduce the cost of residential retrofits, improve indoor
quality and ventilation, and support continuous improvement of
industry standards for the installation of high efficiency products
and equipment. The participant will conduct engineering analysis to
aid RBI in developing and refining applied research approaches and
validation methods to support existing and new initiatives. The
participant will assess advanced construction technologies and
systems, advanced mechanical systems integration solutions, zero
energy ready home technology and systems, building performance
measurement approaches, and smart home integration opportunities
such as grid-interactive efficient building technologies.
Generally, the participant will collaborate with program managers
with coordination of research, national laboratory teams, and the
building energy codes program. Participant Benefits Selected
candidates will receive a stipend as support for their living and
other expenses during this appointment. Stipend rates are
determined by EERE officials and are based on the candidates
academic and professional background. Relocation expenses, not to
exceed $5,000, incurred in relocating from the participant's
current address to Washington, D.C. (if more than 50 miles from the
address shown on the application), may be reimbursed. Participants
will receive a travel allowance of $10,000 per appointment year to
cover travel-related expenses to scientific and professional

Appointment Location Washington, DC Nature of Appointment The
participant will not enter into an employee/employer relationship
with ORISE, ORAU, DOE, or any other office or agency. Instead, the
participant will be affiliated with ORISE for the administration of
the appointment through the ORISE letter of appointment and Terms

The preferred candidate should possess the following skills and/or
experience: Skill applying a broad range of engineering fields to
systems associated with buildings technologies. The engineering
fields include mechanical engineering, electrical engineering,
systems engineering, and thermodynamics, none of which is
paramount. Skill in defining and applying analytical methods and
tools to assess life-cycle cost, energy savings, and consumer
environmental, manufacturer or national economic impact. Knowledge
of strategies to achieve cost-effective energy savings in new and
existing buildings, such as market engagement programs, policy and
regulatory interventions, and public-private partnerships.
Knowledge of projects in progress, trends, influences, and
projections, as they relate to energy efficiency in buildings
technologies. Experience with residential energy management
programs and strategies. Understanding of the economics of energy
efficiency, including payback, rate of return and net present
value. Familiarity with key technologies and practices for
improving energy efficiency in buildings. Strong technical
knowledge and real-world experience with building program research
and program implementation, and the ability to present analytical
results in a timely summary manner is preferred. Applicants will be

expertise in their field, and potential for making contributions in
the area of building energy efficiency
