self-motivated individual to perform the duties of an ICAM Sr.
Testing Engineer to support KMS and our government customer in the
Washington, DC area.

KMS is responsible for the development and maintenance of an ICAM
Strategy, Governance Model, ICAM roadmap, implementation plan,
development of architectural design, performing required project
management and engineering services in collaboration with the
appropriate USAID IT support organizations, testing of the
integrated solutions and development of standard operating
procedures, manuals, training, and all supporting documents in
support of transitioning ICAM Solutions to operations and
establishing policies and procedures to govern the ICAM
Essential Functions, Responsibilities & Duties may include, but are
not limited to:
Elements of Team Work:
* Work with Team members including PM, SME, BA and Technical Writer
to develop plans, schedules, and present time estimation for
testing activities and coordination of change management
* These documents include: Change Management and Testing plans,
Deliver Requirement Documents, Test Plans, and Communication
* Focus upon process improvement efforts and their widespread
adoption through marketing and training tools.
* Tester Position Elements:
* Research, recommend, implement and manage automated testing
* Implement performance testing and analyze results of performance
* Develop and implement testing for technical and development
* Conduct detailed analysis of test results found through both
manual and automated testing.
* Investigate and propose methods and standards for continuous
* Participate and support the acceptance test activities working in
a fast-paced environment.
* Develop, test, and implement technical integration solutions that
meet the functional, architectural, and security requirements as
defined by the USAID M/CIO.
* Change Management Elements:
* Developing plans associated with transition management,
implementation of major initiatives, communications associated with
major initiatives, risk assessment, and organizational
transformation and culture change; completing change management
assessments and change management strategy
* Identifying and managing anticipated resistance; creating
actionable deliverables, such as a communication plan, roadmap,
coaching plan, training plan, or resistance management plan;
* Supporting and engaging senior leaders through managing
stakeholders, tracking and reporting issues, and monitoring for
success in change and testing tasks.
* Work with the Program/Project Government Lead to establish
processes and procedures to maintain compliance with Annual Audits
(FISMA -PIVA) and implement any changes that might be required to
satisfy the audit recommendations.
* Develop a Transition to Operations Plan and subsequent Operation
and Maintenance (O&M) Manuals to phase-out all project
activities with an approach to minimizing impacts on continuity of
operations; including but not limited to any other documentation,
training materials, or records that would be required to adequately
and efficiently perform ongoing operations and maintenance.
* Bachelor's degree in Business Administration or IT-related
* Expert ability to communicate effectively in both oral and
written forms with all levels of staff
* 3+ years of experience
* Strong proficiency with MS Office, Outlook, Word, Excel, and
* Experience with Testing tools
* Secret Security Clearance (Required)
* Self-starter with ability to manage own schedule and work
independently to meet deadlines
* Shows initiative and intellectual curiosity
* ICAMS experience desired
* Experience at USAID is desired
Working Environment & Conditions
This position is primarily indoors, consistent with a standard
office position and has a noise level of mostly low to moderate.
The incumbent is required to stand; walk; sit; use hands to finger,
handle, or feel objects, tools, or controls; reach with hands and
arms; talk and hear. The work load may require the incumbent to sit
for extended periods of time. The incumbent must be able to read,
do simple math calculations and withstand moderate amounts of
stress. The incumbent must occasionally lift and/or move up to 25
lbs. Specific vision abilities required by the job include close
vision, distance vision, color vision, depth perception, and the
ability to adjust focus.
