Overview The Navigation/Timing Staff Support Officer (SSO) provides
specialized analysis and recommendations to Army G-8 leadership
across requirements, acquisition, and resourcing processes that
drive modernization and force development. This position is
designated as key personnel and requires TS/SCI clearance, with
responsibility for managing the Army’s Position, Navigation, and
Timing (PNT) programs—including mounted, dismounted, and
alternative navigation technologies and software. The SSO ensures
all efforts align with JCIDS and Defense Acquisition System
guidance while reviewing and validating requirements, developing
funding and investment strategies, and preparing executive-level
briefings to support portfolio and program reviews. Drawing on
operational experience in Mission Command, Cyber, and PNT
capabilities, the SSO serves as a subject matter expert guiding
equipping, resourcing, and modernization initiatives to deliver
timely and decisive warfighting capabilities. Essential Job
Function 1. Requirements and Acquisition Oversight Apply JCIDS (AR
71-9, CJCSI 3170.01) and Defense Acquisition System (DoDI 5000.2)
policies and procedures. Review and analyze JCIDS and acquisition
documents for Army and Joint boards (AROC, JROC, JCB, FCB, etc.).
Prepare leadership with recommended positions and supporting
analysis for requirements and acquisition decisions. 2. Data
Analysis and Systems Integration Extract, analyze, and validate
data from Army equipping/resource systems (AE2S-M, CAMS, LAQA, ETR,
LQA, cQUIP, AESIP, ECOP, FMSWeb, cPROBE). Develop and employ
Business Intelligence tools (SharePoint, Power BI, Power Apps,
MS365) to automate processes and support reporting. 3. Program and
Resource Management Support planning, programming, budgeting, and
execution (POM, PPBE, SPAR) for Army and Joint programs. Develop
funding and investment options, including prioritization of
RDT&E and procurement funding. Validate and help resolve
AAO/APO issues, and assess resource impacts (PDM, congressional
marks). 4. Force Development and Modernization Analyze, validate,
and recommend positions on requirements documents (ICDs, CDDs, ONS,
BOIPs, ORDs). Support modernization initiatives, equipping
strategies, and non-theater distribution plans. Participate in
Total Army Analysis (TAA), Force Feasibility Reviews (FFR), and
Army/Joint modernization strategy development. 5. Leadership
Support and Coordination Provide leadership with timely information
papers, EXSUMs, briefings, and smart books (within four hours when
required). Coordinate with ASA(ALT), PMs, Army Staff, ACOMs, and
Joint organizations on equipping, resourcing, and modernization
efforts. Represent the organization at boards, councils,
conferences (AMEC, ASRCs), and provide follow-on reporting and
recommendations. 6. Strategic Communication and Reporting Prepare
program documentation, budget justifications, and strategic
communication products. Maintain situational awareness of assigned
programs and provide accurate, rapid updates on funding, equipment
availability, fielding, and operational risks. Develop and deliver
senior leader briefings, program updates, and decision-support
products. Minimum Qualifications Bachelor’s Degree or Higher A
minimum of four (4) years of experience and expertise in Force
Development duties TS/SCI Clearance required Must have operational
experience in Army tactical/strategic units that employ Mission
Command and Transport Capabilities/Applications including Satellite
Network Operations, Mission Command Network/Transport
Systems/Applications, CYBER and Position Navigation and Timing
capabilities Must understand tactics, techniques and procedures
associated with Army command, control, and communications systems
and expertise in CYBER, and/or Position Navigation and timing
capabilities to be supported Must possess the knowledge, skills,
and abilities to manage Army Acquisition Category (ACAT) II and III
Programs Must have the ability to analyze, prioritize and validate
Mission Command, CYBER and/or Position Navigation and Timing
requirements to provide the current and future Army with timely and
decisive warfighting capabilities supporting successful
accomplishment of the National Military Strategy Interdisciplinary
skill set of PPBE, DOD acquisition processes and procedures (DoDI
5000.2) as well as expertise with materiel and /or force structure
requirements development and validation (JCIDS). Desired
Qualifications Understanding and/or completion of the following
HTAR; RQM 1010/ CLR 101; RQM 1100 series / RQM 110; RQM 3100/310;
CLR 151; RQM 2500/CLR 250; RQM 2520/CLR 252; Certified in related
