SummaryThis position is located in the office of the Associate Administrator/Deputy Under Secretary of Energy for Counterterrorism and Counterproliferation. The Associate Administrator/Deputy Under Secretary reports directly to the Under Secretary for Nuclear Security/Administrator, National Nuclear Security Administrator and serves as the focal point for coordinating all counterterrorism and counterterrorism policy issues throughout the Department of Energy (DOE).ResponsibilitiesThe incumbent serves as the Deputy Associate Administrator (DAA) for Counterterrorism and Counterproliferation within the Office of The Associate Administrator/Deputy Under Secretary for Counterterrorism and Counterproliferation (NA-80) with responsibility for assessing and assuring the strategic integration of the National Nuclear Security Administration's (NNSA's) counterterrorism efforts within the broader NNSA mission and operations; and is responsible for fully sharing with the Associate Administrator/Deputy Under Secretary all phases of the NA-80 mission, functions, programs, and work, serving as alter ego and assisting the Associate Administrator in providing technical leadership, expertise, and coordinating all counter-terrorism policy issues throughout the Department of Energy.The incumbent will also serve as senior representative of NNSA and work closely as a senior advisor to the Associate Administrator/Deputy Under Secretary for Counterterrorism and Counterproliferation with the National Security Council (NSC) staff, other Federal agencies, the Congress, industrial partners and other agencies.Exercises executive leadership and management functions for an NNSA program office with major national security responsibilities. Supervises staff in the immediate office of the Associate Administrator/Deputy Under Secretary, and oversees four component offices: The Office of Nuclear Incident Policy and Cooperation (NA-81) which develops and implements policy, provide technical solutions, and build capacity to strengthen domestic and international capabilities in counterterrorism and counterproliferation.The Office of Nuclear Threat Science (NA-82), which builds scientific and technical understanding of nuclear threat devices and develops tools to counter them.The Office of Nuclear Forensics (NA-83), which manages the NNSA's technical nuclear forensics assets and capabilities that support pre-detonation device and post detonation nuclear forensics.The Office Nuclear Incident Response (NA-84), which responds to and resolves nuclear and radiological threats worldwide, maintaining expertise and deployable assets in the areas of radiological search, render safe, and consequences management. Represents NNSA in senior-level inter-agency meetings and in interactions with foreign governments and international organizations. Provides expert, authoritative briefings, testimony and program defenses to Congressional committees with jurisdiction over the DOE Counterterrorism program.The incumbent must maintain a DOE Q clearance and eligibility for access to Top Secret/Sensitive Compartmented Information.RequirementsConditions of EmploymentQualificationsTo meet the minimum qualifications for this position, candidates mustpossess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensive program for a large organization. Applicants currently serving under a career Senior Executive Service (SES) appointment; eligible for reinstatement into the SES; or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs; but MUST address all MTQs.   • Experience leading and managing a significant program with complex scientific and technical mission responsibilities, particularly in a multi-faceted, geographically dispersed, large scale National Security agency or enterprise.
  • Professional knowledge or expertise applied toward: Directing strategic planning. program design, human capital and facilities/infrastructure planning, and federal budgeting processes, particularly as applied to sustaining and strengthening the performance of a significant national security or international relations program; directing analysis and formulation of national policy in support of nuclear counterterrorism, counterproliferation, or nonproliferation, or other related national security missions; and coordinating such efforts with the National Security Council Staff, other federal agencies, industrial partners and/or the Congress; and directing or producing reports and memoranda in response to Congressional requests and White House inquiries and conducting presentations on behalf of an agency or major organization.
  • Expertise, qualification and previous experience in the areas of countering the threat of weapons of mass destruction (WMD); Nuclear nonproliferation, counterterrorism or counterproliferation policy analysis formulation; Nuclear weapons science technology; nuclear or other WMD counterterrorism, intelligence analysis, or other related disciplines.
