SummaryThis position is located in the Department of Labor (DOL), Bureau of International Labor Affairs (ILAB), Office of Trade and Labor Affairs (OTLA). The mission of ILAB is to carry out the full scope of the Departments international responsibilities, which includes contributing to the Departments strategic goals; developing Departmental policy, programs, and research relating to international labor activities.This position is outside the bargaining unit.ResponsibilitiesGS-11:Identifying, reviewing, and analyzing administrative operations; developing comprehensive studies; evaluating results; making recommendations for improvement; contributing to strategic plan development; and assisting with the development of new and/or revised processes and guidance to meet organizational needs in order to resolve administrative management challenges.Planning, coordinating, scheduling, and conducting multifaceted projects and studies to evaluate and recommend ways to improve overall management and program operations.With assistance, prepares and reviews a variety of reports, electronic cables, correspondence, charts, and other documents and materials that relate to administrative functions and other office management projects.Prepares and processes procurement requests for the purchase of limited services, supplies, or other goods in compliance withpolicies and procedures.Writing terms of reference or scopes of work, participating in the competitive selection of vendor, reviewing reports or statements from the vendor while monitoring performance, and closing out contracts at the conclusion of the period of performance.Coordinating and making travel arrangements, issuing vouchers, and obtaining official passports, VISAs, and other required travel documentation.GS-12: Serves as the technical expert and point of contact in carrying out a wide variety of administrative functions (e.g., human resources, budget and financial operations, administrative planning, procurement, training, space management, correspondence control, and travel management).Independently performs a wide-range of management analysis projects that aid senior leadership in the planning, reporting, review, analysis, and evaluation of a variety of complex management processes.Prepares and reviews a variety of reports, electronic cables, correspondence, charts, and other documents and materials that relate to administrative functions and other office management projects.Manages office automation, administrative systems, and acquisition in support of the office, which includes managing contracts and related software licenses to support the information technology (IT) environment.Writing terms of reference or scopes of work, participating in the competitive selection of vendor, reviewing reports or statements from the vendor while monitoring performance, and closing out contracts at the conclusion of the period of performance.Coordinating with other DOL organizational representatives, making travel arrangements, issuing vouchers, and obtaining official passports, VISAs, and other required travel documentation in partnership.RequirementsConditions of EmploymentAppointment to this position may require a background investigation.Requires a probationary period if the requirement has not been met.Must be at least 16 years old and a U.S. Citizen.Candidate required to obtain the necessary security/investigation level.Applicants must meet time-in-grade, time-after-competitive-appointment and qualifications requirements within 30 calendar days after the closing date of the vacancy to be eligible for consideration for selection.Federal Employees Please Note: Your SF-50 must include enough information to be able to determine that time-in-grade requirements have been met and reflects your position title, pay plan/series/grade, tenure and the type of appointment (i.e. competitive/excepted). Reference the "Required Documents" section for additional requirements.QualificationsTo qualify at the GS-11 level: Applicants must have1 yearof specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service.Specialized experience is experience providing administrative and operational support to an organizational unit of at least 10 people, including assisting in the collection of program performance data; streamlining processes to make them more efficient and effective; assisting with travel arrangements; and assisting with small acquisitions or contracts.ORPh.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.To qualify at the GS-12 level: Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.Specialized experience is experience independently providing administrative and operational support that includes writing guidance and providing training to staff on administrative processes; collecting and analyzing program performance data; supporting the formulation and execution of budgets; guiding staff on making travel arrangements; being responsible for managing small acquisitions or contracts; and streamlining processes to make them more efficient and effective.EducationAny applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
