Job Description:
Overview
Provide visionary thought leadership to evolve the Corporate
Systems - Finance technology Domain from on premise solutions to
align to the enterprise anchor platform strategy leverage Software
as a Service (SaaS) solutions. Develop and execute strategic plans
and oversee the operations of Finance Technology Domain product
lifecycle, encompassing Stakeholder Management and Communications,
Scope and Financials, Team Management, Technology and Delivery, and
Operations Support across all Finance Technology Portfolios
consisting of General Ledger, Accounts Payables, Accounts
Receivable, and Fixed Assets, Treasury, Transaction Management and
Financial Planning and Analysis and products within those
portfolios. Direct the Product Delivery that fosters cross-division
collaboration, development, engagement, and innovation via Agile
Framework (i.e., SAFe).
Responsibilities
Accountable for the Stakeholder Management and Communications,
Scope and Financials, Team Management, Technology and Delivery and
Operations and Support across Finance Technology Products:
Stakeholder Engagement and Communications:
Build and maintain relationships with team members, partners, key
stakeholders, Business Product Owners and external partners (e.g.,
vendors, system integrators, etc.) throughout the entire Product
lifecycle
Manage client engagements and service level agreements
Manage technology relationships with vendors and define scope of
vendor support
Represent Information Services on cross-organizational and
inter-departmental teams
Define, build and maintain Finance Technology Portfolio level
health metrics, OKRs and KPIs to be leveraged in various
stakeholder engagement and communication engagements
Scope and Financials:
Provide technical insight throughout Portfolio and Product
planning, prioritization, and budgeting and Product financials
Develops and owns definition of technical scope and capabilities,
partnering with Business Product Owners, Technology Product Owners,
Technology Product Managers, Architecture and Cloud Engineering
ensuring branch/region goals and objectives align with
division/department strategy
Responsible for planning Portfolio and Product budgets across both
Capex and Opex aligned to the Annual Financial Plan and ongoing
activities
Overall budget accountability - planning, actual, forecast and
corrective action planning
Operations and Support:
Manages Product deployment and ongoing support in conjunction with
Systems Support based on production support operating model and
defined SLAs
Develop strong partnership with InfoSec, Risk and Compliance Teams
to ensure understanding, accountability and adherence to policy,
standards and processes for the Finance Product Portfolio
Team Management:
Establishes performance goals and priorities and measurable team
objectives and KPIs/OKRs that are aligned with business and
organizational goals
Oversee development, talent review/development, employee
engagement, change management, broad internal communications, and
branding for the division
Prepare, conduct and review performance appraisals and merit pay in
accordance with specified objectives and guidelines
Ensures staff has the resources and skills needs to support all
work initiatives and consistently provide coaching, counseling and
mentoring as we Do, Learn and Grow transition to new Ways of
Working
Effective management of Managed Service Providers, staff
augmentation, systems integrators, service provides, etc. to
supporting delivery of capabilities
Technology and Delivery:
Lead end to end Product delivery via SAFe Framework; lead executive
steering committee of stakeholders across the Finance Domain, ISD
and enterprise; communicate and resolve escalated stakeholder
issues; surface recommendations; align to product roadmaps
Responsible for delivering the Product within the agreed timeline
leveraging an Agile Framework (i.e., SAFe)
Develop and define clear core work definitions and roles and
responsibilities, process flows and aligned to digital operating
models; demonstrate the complete product life cycle and
capabilities of each Product as well as portfolio level product
health dashboards and journeys
Leverage standard templates, tools and organizational strategy to
define ISD services and ensure practices and processes are
standardized, repeatable and scalable
Guide and analyze benchmarking, trend analysis, industry and other
input to drive continuous improvement and elevate service
performance communicated across ISD and Business Stakeholders and
Product Owners
Bring external perspective and ideas from relevant sources, keep
current with technology trends/SaaS, government/policy impacts and
industry best practices
Partner with Enterprise Architects and Cloud Engineers to determine
and define the technical architecture required to implement and
support ensuring alignment to enterprise anchor platform strategy
including application rationalization landing zone (sustain,
transform, retire)
Evaluates the performance and trends of assigned services to
customers, including defined KPIs and SLAs and ensures service
levels are achieved in line with SLAs and SLOs. Effective
leveraging metrics/OKRs to tell the message
Develops workforce strategy (skills, competencies, team size, span
of control, persona's) supporting both on premise and cloud
solutions for each Finance Products
Ensure effective and efficient allocation of staff resources to
service Products and capabilities by leverage Agile framework
(i.e., SAFe)
Build organizational capability by strengthening and adding new
capabilities, technical skills, and competencies, and eliminates
low-value activity with view to long range goals and roadmaps
Perform benchmarking and trend analysis to incorporate continuous
improvement or defined enhancements into the Products and new Ways
of Working
Partner with Technology Product Owners, Technology Product
Managers, Portfolio Product Managers and Vendors to ensure that the
right resources (skills, competencies, team size) are onboard to
support the delivery of Product capabilities aligned to Product
roadmaps
Provide constructive and actionable feedback to Technology Product
Owners, Technology Product Managers, Vendors, Strategic Partners,
team members, etc. to achieve expected outcomes
Ensures compliance with Navy Federal's policy and standards,
practices and processes
Perform other related duties as assigned
Qualifications
Bachelor's degree in Information Technology, Computer Science, or
related field, or the equivalent combination of education, training
and experience
Significant experience transforming Finance systems from
on-premises to Software as a Service (SaaS) offerings working in a
large-scale IT organization with diverse technologies, solution
architectures while operating in a Product Delivery model
leveraging Agile framework (i.e., SAFe)
Significant experience leading various Finance Technology run and
change the business Products and applications used across the
enterprise in a large Financial Services organization
Significant experience onboarding and leading Managed Services
Providers, Systems Integrators, Service Provides, etc. to support
the delivery of capabilities aligned to Product Roadmaps
Expert knowledge and hands on experience with Cloud Computing and
Software as a Service (SaaS) including Oracle ERP (Fusion
Financials Suite), Oracle EPM, Oracle Accounting Hub, etc. as well
as PeopleSoft Financials
Ability to collaborate with Business Product Owners and develop
Product roadmaps and vision for Finance systems aligned to business
stated outcomes and continuous to deliver measurable agreed upon
outcomes
Advanced knowledge leveraging Agile delivery frameworks (i.e.,
SAFe) and transforming delivery teams from traditional
waterfall/hybrid delivery to more agile/hybrid delivery model
Advanced knowledge operating in a Product Delivery Model and
management methodologies and experience in cloud native
architectures leveraging CI/CD, API frameworks, Data Lakes,
Containers, Azure DevOps, etc.
Advance experience managing information technology resources to
ensure adherence to policy and standards (e.g., vulnerabilities,
risk profile, patch management, infosec, etc.)
Advanced skill to move comfortably between varying business
discussions to effectively communicate complex technical issues to
non-technical audiences as well as operating model changes
resulting from moving to a Product Delivery model leverage Agile
framework (i.e., SAFe)
Advanced situational analysis and decision-making skills
Advanced problem solving, collaboration, critical thinking, team
building, and presentation skills for Executive Leadership
consumption
