Summary This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Negotiations and Restructuring (ONR), Standard Termination Compliance Division (STCD), Compliance and Audits Branch (CAB). More than one selection may be made from this vacancy announcement. Responsibilities The candidate selected for this position will: Serve as the senior reviewer and expert for the Compliance and Audits Branch. Provide technical and authoritative advice and assistance to CAB and the STCD Manager. Advise, guide, train, and assist the lower graded auditors in all aspects of conducting standard termination audits including analysis of plan documents, interpretation of benefit formula, and calculation and valuation of participant benefits. Communicate with staff auditors by providing recommendations, delivering briefings and negotiating auditing matters. Analyze changes in law and regulations and determine the impact on standard termination audits. Update manuals for accuracy of technical content. Provide written recommendations and implement alternative procedures and processes to accommodate new requirements. Requirements Conditions of Employment Qualifications All qualification requirements must be met within 30 days of the announcement closing date. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector supporting and managing Standard Termination Compliance Division (STCD) programs, activities, and policies in the processing of non-trusteed standard termination plans in accordance with the provisions of the Employee Retirement Income Security Act (ERISA) of 1974, as amended. Examples include reviewing standard termination statistical, compliance, and premature distribution audits performed by Federal and contract staff auditors in STCD; providing guidance on audits of non-trusteed standard termination cases; and assisting auditors in explaining and convincing plan sponsors, actuaries, and attorneys of errors detected in audits of plan terminations. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education There is no education substitution for the required specialized experience for this position. Basic Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR COMBINATION OF EDUCATION: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
