Summary The Finance Staff (FS) formulates, establishes, and maintains Department-wide policies, procedures, and financial systems to support planning, programming, budgeting, accounting, and other financial management activities. This position is in the FS, Financial Management Policy Group (FMPG). FMPG advises on and develops financial management policy, instruction, and controls for the DOJ and its components in compliance with government-wide standards. Responsibilities Utilizes technical and accounting expertise to draft manuals, guidebooks, supplement handbooks, memorandums, and bulletins on financial management topics. Drafts policy and issues papers for research plans. Performs complex analyses of financial data in systems and ensures appropriate controls are in place and operating in accordance with senior leadership. Develops and implements accounting policies and standards for component or agency wide. Reviews current processes and/or procedures and makes modifications to comply with regulations and requirements. Requirements Conditions of Employment Qualifications To qualify for the position of Accountant (Staff) at (GS-0510-12/13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Basic Requirements: 1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (NOTE: Transcripts must be provided) OR 2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (NOTE: Transcripts and/or appropriate documentation must be provided) AND GS 12 Specialized Experience Statement: One year of specialized experience which includes preparing a wide variety of financial analysis supporting recommendations required for potential revisions to policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 11). GS 13 Specialized Experience Statement: One year of specialized experience which includes drafting policies and writing research papers on financial management topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 12).
