SummaryThis position is located within the Department of Homeland Security (DHS),United States Coast Guard (USCG),Assistant Commandant for Resources (CG-8), Directorate of Financial Operations/Comptroller (CG-8C); Deputy Comptroller (CG-8Cd), Office ofFinancial Policy, Reporting, and Property (CG-84), Financial Management Policy Division (CG-843)located in Washington, DC.ResponsibilitiesYou will serve as an Accountant under the general direction and supervision of the Chief, Office of Financial Policy, Reporting, and Property, which is a part of the central office for U. S. Coast Guard (USCG) wide Financial Management. As a senior accountant, using professional knowledge of accounting principles and procedures in carrying out complex assignments, you will be responsible for developing, coordinating and overseeing financial reporting and technical financial management guidance across the USCG financial managers community.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviewing and monitoring the operations of financial and accounting activities to ascertain compliance with statutes, regulations, policies and procedures and assessing their efficiency and effectiveness in performing financial functions.Initiating and executing projects to improve and streamline financial processes which would result in greater accuracy and usefulness of financial data.Providing expert advice, guidance and agency-wide oversight in the interpretation, uniform application of directives and procedures, financial management methodologies, requirements, testing procedures, internal controls, coordination and documentation on multiple Coast Guard financial management programs.Directing and guiding research of appropriation acts, implementing legislations, Office of Management and Budgets directives and decisions of the Comptroller General in response to inquiries from program managers and other HQ/Field Activities regarding financial management policy.Planning, directing and executing liaison for critical wide programs, with national or international implications; representing the agency at senior level meeting, both internal and external involving related financial management policy issues including briefs and negotiations with auditors; and advising and recommending innovative approaches for avoiding and/or resolving problems and reducing conflicts.RequirementsConditions of EmploymentU.S. Citizenship is RequiredUnofficial Transcripts must be submitted at the time of applicationMay be required to serve a probationary period.This position requires a National Agency Check with Inquiries (NACI).Males born after 12/31/1959 must be registered for Selective Service.All qualification requirements must be met by the closing date of the announcement. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.QualificationsTo meet the Basic Requirements, you must meet one of the following:A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")ORB. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.In addition to the Basic Requirement, you must meet the following Specialized Experience:To be considered at the GS-13 level: Applicant must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. For this position, specialized experience includesaccounting, managing the activities of financial analysis on-site reviews, validating accounting data and reports for one or more complete accounting programs, ensuring accuracy and conformance with government-wide accounting principles, requirements, and internal agency controls and providing timely and accurate financial management records for reducing errors and reconciling reports.To be considered at the GS-14 level: Applicant must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. For this position, specialized experience includes accounting, reviewing reconciliations and reports, reviewing financial statements for compliance with Generally Accepted Accounting Principles, preparation of certification as to propriety of account balances; conducting financial analyses of specialized programs areas; developing and implementing fundamentally sound financial management, accounting and internal control policies, identifying problems areas and developing solutions to improve operating program effectiveness.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
