SummaryThe incumbent serves as the Senior Director of the Budget Division. The incumbent is responsible for the planning, presentation, and execution of the Agency budget. Responsibilities include overseeing all budget management activities related to general appropriations, working with senior leaders to link budget resources with strategic objectives, formulating appropriated budgets and justifications that meet Department and OMB standards, and executing appropriated funds.ResponsibilitiesThe duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.The duties may include, but are not limited to:Leads the planning, allocation, and execution of appropriated funding for domestic and overseas offices. The activities involve interactions with the Department, State Department, USAID, and other Federal agencies.Directs the development of a systematic and transparent approach to budget planning, review, and evaluation and the preparation of FAS's annual budget estimates for the Department budget estimates and apportionment requests.Analyzes requirements for the allocation of resources in support of Agency strategic goals.Coordinates with agency leaders in strategic planning and OBPA to link resources with strategic objectives.Directs and provides supervision at least 25% of the time to subordinate supervisors and employees in Budget.Duties include assignment of work to subordinates, evaluation of work performance, recommendations on appointment, promotion, or reassignment, and development and training of employees.The highest level of non-supervisory base work directed is GS-13 or higher.Directs the development of Agency operating budgets based on appropriations and apportionments realized and anticipated levels of non-reimbursable resources and the execution of Agency budgets.Ensures the success and effectiveness of the Agency's budgetary programs by overseeing the continuous review of all components of the budgetary operations.RequirementsConditions of EmploymentQualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in recruiting, developing, and retaining staff through best management practices and maintenance of a supportive environment. Experience in communicating budget proposals at agency, department, and Congressional level. Experience in analyzing budget execution trends, developing options, and briefing executives. Experience with organizations with international operations and coordinating with other agencies in executing budgets. Experience with strategic planning and the linkage of resources with strategic goals. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Veterans who are preference eligible or who have been separated from the armed forces under honorable conditions after three years or more of continuous active service are eligible for consideration under the Veteran's Employment Opportunity Act (VEOA). Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation is at the discretion of the supervisor.
