About this agencyResponsibilitiesThis position is in the Country Risk and Economic Analysis Division (CREA) and is under the direct supervision of the Vice President of CREA. CREA is primarily responsible for assessing the external creditworthiness of approximately 140 countries. In that capacity, CREA participates in two important country risk fora: 1) it serves as the Secretariat for the Inter-Agency Country Risk Assessment System (ICRAS), whose ratings determine the expected losses for all USG international loans, guarantees, and insurance; 2) it is a major participant in the Organization for Economic Cooperation and Development's (OECD) Country Risk Experts' Group, which determines risk classifications that set minimum risk premia for all member export credit agencies. In addition, CREA researches country risk methodological issues and makes recommendations intended to refine the country risk rating process. Finally, CREA is responsible for conducting economic analysis of issues pertinent to the operations of EXIM. At the full performance level, duties include, but are not limited to: Determines recommended ICRAS country risk ratings for both sovereign and non-sovereign markets. Develops arguments to justify a country's appropriate final OECD risk classification. Composes summaries of country economic and political conditions for Board memos. Provides written and oral briefings for board directors, senior management, and staff on country conditions and medium-term repayment prospects. Attends Board meetings as well as various committee meetings when necessary to provide input on country conditions and repayment risks. Represents EXIM at various inter-agency or public forums. Analyzes the impact of various macroeconomic indicators on country creditworthiness and formulates recommended alterations to ICRAS or OECD country risk models. Examines economic and/or country risk issues associated with new EXIM policies or programs. Manages various databases related to ICRAS and/or EXIM programs.RequirementsConditions of EmploymentQualificationsBasic Requirements: A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below: Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government. Specialized experience includes: Experience in macroeconomic theory and policies OR If you are substituting education for experience to qualify for at this level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree. OR If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level. GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes: Experience in macroeconomic theory and policies Experience in international monetary economics and open economy macroeconomic Education cannot be substituted for experience at the GS-12 grade level.
