SummaryThe position is located in the Administration and Oversight Group (DAOG) within the Department of Justice (DOJ), Justice Management Division, Budget Staff. The Budget Staff serves the DOJ and the Attorney General as the experts in a wide range of budget and program issues affecting the Department, and represents the Department in budget matters before various outside organizations such as the Office of Management and Budget and Congressional staff.ResponsibilitiesPerforms budget execution duties related to major agency programs as they pertain to Working Capital Fund (WCF) accounts.Consolidate annual and multi-year departmental budget estimates.Assist in budget formulation, presentation, and execution services and documentation.Use financial systems to review information and data being used to generate forecasts.Compile narrative reports and statistical material and related background information for use in briefing officials.RequirementsConditions of EmploymentQualificationsIf you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Time-in-Grade: Federal employees must meet time-in-grade requirements. You MUST meet all qualification requirements by the closing date of this announcement. Specialized Experience: You may qualify at the GS-09 level, if you meet the following qualification requirement: A. One year of specialized experience equivalent to the GS-07 grade level in the federal service that demonstrates your ability to 1) Receive and interpret budget calls on specific local budget situations; 2) Utilizing budgetary/automated financial management systems to input, review, and update data;3) Tracks congressional appropriations process; 4) Review and analyze budgetary historical data, estimates, and current trends; and 5) Prepare local guides and assist in the preparation of budget briefing materials B. Have a master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree as (Accounting, Business Admin, and Financial Management or closely related) C. A combination of education and experience listed above.ORYou may qualify at the GS-11 level, if you meet the following qualification requirement: A. One year of specialized experience equivalent to the GS-09 grade level in the federal service that demonstrates your ability to:1) Perform analysis of historical budget data, estimates and current trends; 2) Interprets budgetary calls; 3) Performs internal budget analysis obligations and spending for agency programs; 4) Provide technical budget updates to program leadership; 5) Utilizing budgetary and other automated financial management systems to input data into reports and schedules. B. Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree as (Accounting, Business Admin, and Financial Management or closely related) C. A combination of education and experience listed above.EducationAll academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
