If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Accountant, you will: Formulate a variety of financial reports.Serve as a member of a management team for organizations serviced and recommending the establishment of policies and procedures affecting the accounting system.Assist management in applying financial data and recommend alternatives to resolve difficult problems.Reconcile cash, accounts receivable, accounts payable, and other general ledger accounts.RequirementsConditions of EmploymentClick "Print Preview" to review the entire announcement before applying.Please refer to "Conditions of Employment."U.S. Citizens and U.S. NationalsThe experience may have been gained in either the public, private sector or volunteer service. It oversees theFederal Housing Administration (FHA),the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience:Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent, which is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade includes professional knowledge of accounting concepts, principles, and methods sufficient to work independently using conventional procedures and practices that apply to most situations, including all of the following items:-Operate or inspect accounting systems; AND -Prescribe accounting standards, policies, and requirements; AND -Examine, analyze, and interpret accounting data, records, and reports; AND -Participate on audits, reviews, or management requested studies of financial statements or operations; AND -Conduct special studies or specialized projects and assignments.Specialized experience for the GS-11 is defined as one year of experience at the GS-09 level, or equivalent, which is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade includes professional knowledge of accounting concepts, principles, and methods, including all of the following items: -Operate or inspect accounting systems; AND -Prescribe accounting standards, policies, and requirements; AND -Examine, analyze, and interpret accounting data, records, and reports; AND -Participate on audits, reviews, or management requested studies of financial statements or operations; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.Specialized Experience-GS-09: Applicant must have one year of experience at the GS-07 level, or equivalent, which includes professional knowledge of accounting concepts, principles, and methods sufficient to work independently using conventional procedures and practices that apply to most situations. Specialized experience must include ALL of the following: -Examine, analyze and interpreting accounting data, records, and reports; AND -Participate on audits, reviews, or specialized projects or studies of financial statements and operations; AND -Operate and maintain automated accounting systems sufficient to: Process accounting documents and/or perform research and analysis; OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-12, you must have been at the GS-11 level for 52 weeks.For the GS-11, you must have been at the GS-09 level for 52 weeks.For the GS-09, you must have been at the GS-07 level for 52 weeks.Time After Competitive Appointment:Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.EducationA. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.Additional Information
